Part A: About Nepal

 

 


Chapter One: Ancientness of Nepal


There is a long history of prevailing Nepali civilization, statecraft, and culture. When we study Nepal’s five thousand years old (ancient) history, we notice that it was a multilingual, multicultural, and multireligious historical state where people with different ancestry and civilizations lived. Nepali People lived in this plain land with geographical proximity practicing continuous interaction. Satalaj River in Panjab bordered it to the west, modern Asham (Kamarup) to the east, and Ganga River to the south. Therefore, Nepal was a historical state with a uniformity of special features created by this geography.

In the annexure of Atharva Veda, there is a description of Nepal among the then six powerful states. According to Boudha and Jain literature, Indian Jain sage Bhadrabahu visited Nepal during the ancient Mourya rule in India. There is a mention in the Boudha literature that Indian merchants had come to Nepal with the Buddhist monks when Gautam Buddha was imparting religious lessons. We notice the appreciation of Nepali carpets (radi), leather, and precious stones in Kautilya’s Arthashastra.

According to Bairhsptya Arthashatra, the boundary of Nepal was four hundred yojans (1 yojan is equal to 12 to 15 kilometres ).  Samudra Gupta (350-375), son of Chandra Gupta mentioned that their neighbouring country Nepal had extended from Kamarup (today’s Asham) to Kartupur (today’s Kumaun). Chinese traveller Hyun Sang also stated that Nepal’s boundary was four thousand Li (two thousand kilometre). During the time of the Magadh empire in India, the western border of Nepal was Jammu-Kashmir. According to Skandha Purana, there were one hundred thousand villages in Nepal. Those villages were extended from Asham to Jalandhar in Panjab. They include the naulakh (nine hundred thousand) kirat from the kirat civilization.

Great dramatic scientist Bharat Muni (about 1000-1500 BC), in his literary creations, has mentioned the then-powerful states like Angha, Bangha, Kalingha, and Poundra. It is noteworthy that he has mentioned Nepal also with these names. Gunadhya (about 200 BC), in his Brihatkatha, described then Nepali king Yashaketu. The term Nepalmandal has been mentioned in the Manjushree Moolkallpa (written around 750 SD). Indian astrologer and astronomer Baraha Mihir (about 500 AD) said that the changing position of the planet Venus and Moon could affect the Nepali people negatively. During the marriage of the daughter of King Shriharsha, the king and astrologer Mihir discussed the king of Nepal. Nepal’s influence was far and wide. There is a description of Nepali Musk deer in the book entitled Hudud All Alam written in the Arabic language.

The influence of ancient Nepal was not limited to this. Many ancient medicinal plants and herbs were recognized from the name of Nepal. According to the medical science of ancient times, the medicinal plant chiretto was called kirattikta, and neem was called Nepalnimba. Furthermore, Nepali radish was used heavily as medicine. Special Nepali medicinal sugarcane was named Nepale.

The facts speak for themselves that Nepal was not formed during modern times. Nepal is one of the most ancient states among the other states in existence today. When Nepal’s fame was in greater height none of the states were in existence in south Asia. When the central administration was weak, it would divide into several administrative states and then unite again as a unitary state. However, there was a single Nepal as a state from ancient times.

 

 

 


Chapter Two: Development Process of Nepali Society


 

We have to study the process of social, economic, and cultural development to understand the development of human civilization. It is tough to predict the ways for the change of Nepali society without understanding several challenges, obstacles, and possibilities created by the climate, population distribution, geography, human needs, ongoing change in human wants, migration, and the ups and downs of human lives.

The development process of Nepali society also faced many ups and downs. Nepali society has developed and come to today’s form experiencing many good and bad states and many optimistic and pessimistic situations. Needless to say, Nepali society has passed through a long transition phase to today’s form and essence. At this point, Nepali society has been able to possess some special characteristic features to introduce itself as a civilized society. These features to recognize Nepal are the results of ongoing contributions made by our forefathers from the prehistoric era. Every one of us has to bear this matter in mind.

 

  • Mixed Society

Nepali society is a mixed society. The word Nepali is a collective representation of all citizens living here with linguistic, geographical, and ethnic diversity. By nature, Nepali people can socialize quickly and acculturate. This nature defines the psychology of Nepali nationality. It is also the main aspect of social relationship. Population distribution of Nepali society is not based on caste division. It is diversified in terms of caste division. This diversity has created the Nepali nationality, which is represented by an undivided geography.

 

  • Multiple Cultures within the Similar River System

The land of mountains, hills, and terai has been connected by the Koshi, Gandaki, and Karnali river systems. Therefore, these three geographical areas are not isolated from each other. The happiness and sorrows of Nepali people are determined by these river systems. These river systems have connected the lifestyles and cultures of all communities living in Nepal. Therefore, the nationality of Nepal is mainly based on the identity of history and culture. We cannot imagine the Nepali society separated from these river systems, which flow from north to south. These river systems are indispensable matters of the unity of our society.

 

  • Coordinating Civilization

Nepali language/culture is of mixed in nature. The sharing of language has been a coordinating factor among the people, who speak different languages and share different cultures. Various mother tongues have influenced each other so as to motivate people to love and respect each other’s mother tongues. Not only this but also there is a growing tendency of using the words in own’s language and literature from other languages. In terms of culture, Nepali people have followed coordinating behaviour from the ancient era. We notice the coordination of beliefs in many cultural symbols here.

There is coordination of more than one culture in many temples, monasteries, statues, wood carvings, and sculptures. Another example of coordinating culture is that there are priests from Brahmin, Tharu, Rai, Limbu, and so-called Dalit communities in several temples in Nepal. The jatras and festivals like Gaijatra, Indrajatra, Machendranath Jatra, Kumari Jatra, Dashain, Deepawali, Teej, Rishipanchami, Lhosar, Chaat, Samachakhewa, Sakela, Maghi Gaura Parwa etc. have become the common festivals of most Nepali people. It clarifies that the foreign misconception and miscommunication that there is social disharmony in terms of caste/ culture is entirely wrong and treacherous.

 

  • Historical/cultural direction of State Building

Before the reunification of Nepal under the leadership of Prithvi Narayan Shah there were many administrative states, which would unite and divide time and again. They were not the states in a real sense. These administrative states were not formed based on any race, caste, or religion. Nepali nationality is the historical/cultural relationship developed in connection to this sovereign geography. It is based on the coordinating relationship. This state has been built in coordination with each individual living in a particular geography, institutions, communities, cultures, and norms and values. Therefore, there is no existence of multi-nationality among the states developed in the Eastern civilization and they are called civil states.

 

  • Integrated Feeling in Nation Building

Nepal was developed as a powerful nation through the great process of reunification. Prithvi Narayan Shah gave a message that Nepal was a common flower garden of all castes and rejected it as a nation based on castes, religions, and cultures. This great thought stopped the Britishers’ strategy of expanding their empire towards Nepal. The warriors to fight in this great campaign were the Magars, Gurungs, Rais, and Terai people in big numbers. It justifies that the campaign was not based on communal feeling but it was full of nationalistic feeling.

Before Prithvi Narayan Shah also there were many kings and a large mass of people to make valuable contributions to the development and expansion of Nepal. But few historians and rulers who believed in sycophancy established him as the star of the Shah dynasty and the only patron of Nepal. They did not establish him as a great and capable nation-builder. Before him also there were kings like Janak, Yalambar, Manadeva, Anshu Verma, and Narendra Deva. Therefore, we have to identify all leading actors of nation-building and publish the complete history with the view not to bring Prithvi Narayan Shah into dispute.

Whether in terms of fighting as warriors in nation-building or playing a role in social reform, there are many national heroes. We should not forget their invaluable contribution. The figures like Sankhadhar Sakhwa, Bahadur Shah, Amarsingh Thapa, Bhakti Thapa, Balabhadra Kunwar, Bhimsen Thapa, Guru Falgunanda, Yogi Narahari are the glorious personalities of nation-building. Nepali civilization, culture, and geography have reached a greater height only as a result of their contribution. There is no debate in the reality that today’s form of Nepal has been developed as a result of integrated national feelings from Kings to the general public.

 


Chapter Three: Review of the State System


 

 

  • Analysis of the Political Power of Nepal

In the present situation, it is wrong to analyze any political parties branding them absolutely to this or that side. The leadership of all political parties is broker-like. However, a large mass of their supporters are good people. It is the need of time today that the good and bad mass of people in these political parties has to be separated into two different directions. This division should be based on the thought, character, and goal. It is difficult to distinguish the masses who belong to Congress, UML, Maoists, RPP, and Madesh-based parties into leftists, democrats, patriots, traitors, and brokers. In terms of thoughts and characters, all these masqueraded masses have been merged into brokers.

 

Keeping in mind the present national crisis, our analysis of the political parties is that there should be a clear division into patriots and brokers. The first group is in favour of the country and the other group, which supports foreign strategies, is against the country. Therefore, the upcoming polarization will be based on this reality.  The way any crisis grows from the foundation will seek the economic, political, and social solution from the new foundation so the organizational (political leadership) also should be sought based on the new foundation. Moreover, the essence of the present crisis is connected to the national crisis, polarization also will be between the patriots and the traitors.

 

In the past, we could not understand the character of political leadership. Therefore, in the history, we became the victim of mechanization in the process of analyzing political power. Because of the fatal thought of branding the Congress as the party of brokers and capitalists, so-called communist parties as the progressive ones who oppose imperialism, monarchists as nationalists, and the extremists as supporters of the national liberation movement have pushed the country into the vicious circle of brokers. We could not identify the national aspect of the problems the country faced in the past. That situation made us victims of foreign schooling. It is now clear that 12-point understanding and all common agendas after 2063 BS are crutches of the same inclination.

 

  • State System and Partisan Characteristic features
  1. Culture of Citizen trafficking

After the Sugauly Treaty, a huge bulk of energetic human resources has been lost as this bulk is compelled to serve the foreigners. This crime was institutionalized after the Ranas sold the Nepali citizens in the name of the Gorka Brigade to the Britishers against one million rupees. Britishers used two hundred thousand people in the First World War and four hundred thousand people in the Second World War. Among them, many were killed or went missing. After 1947 AD they divided them as shares between Britain and India. Nepali parents became the factories to produce soldiers for them. The broker rulers of the so-called democracy also did not change the detestable past of exploitation, pain, and intimidation. They have compelled us to recite this history of painful enslavement as ‘Bravery of Gorkhalis.’ With the formation of the ‘Gorkha Brigade’, they started the culture of going abroad for the service of Britishers. It is called ‘Lahure Culture’. This policy of great betrayal to the development of Nepal encouraged the large mass of ethnic groups to become ‘Lahure’. This situation created an obstacle for them to be an important part of the overall structure of the state. This conspiracy was designed in the foreign plan and now the same foreigners are attempting to sow the seeds of communal feelings in the name of caste-based discrimination. This is the main reason why a large mass of ethnic groups was kept away from the mainstream state system. They are using this strategy in the form of DV and PR.

 

  1. Reproduction of Problems

The state system of Nepal is based on the circle of reproduction of problems. The rules in the past formed in any form and colour have not solved even a single fundamental problem. Instead, all of them, in a similar fashion, created new problems. They raise a popular issue to use the Nepali people in their favour to reach the state power forming the government. It has been a regular culture for the political parties not to resolve the raised issue and create a new issue based on the previous issue. The party-based state system from 2007 BS is increasing the number of problems and creating a vicious circle of problems. It is essential to understand this silliness.

 

  1. Densification of Crisis

Party-led revolutions and each recent event that took place in the name of democracy are centred toward the densification of the national crisis and the latest problems are denser than the previous ones. In comparison to the so-called democracy that people experienced in 2007 BS the multi-party system after 2047 BS pushed the country to a wider and deeper crisis. In both rules, we noticed that the means resources, and internal security of the country are sold to the hands of Indian rulers. This crime has become a common nature of political parties in Nepal. The multi-party system after 2047 BS institutionalized loot and created the environment of war to take a great leap towards treachery. The so-called change of 2063 BS started with the common agendas of foreign forces and their domestic servant brokers putting a question mark on the existence of Nepal. We can think about the future solution after deeply studying this character of the broker state system.

 

  1. Direction of Multi-Centrism

Parti-based systems imposed in several pleas and forms are regularly pushing the state and the society towards the direction of multi-centrism. There are some symptoms that the country is heading in the direction of multi-centrism. For example, there is the parallel development of unwanted elements and factions in the state bodies, they are forming a ground to divide the society in terms of communal issues comprising caste, culture, language, and region. Moreover, international non-governmental organizations and embassies are appearing as parallel governments. Not only this but also, the networks of traffickers are running the nation. It has become a business of the state system to violate the sovereign rights of individuals and to destroy collective relations like the country and society on the cover of individual freedom and human rights. It has become a business of the state system to create a situation of anarchy.

 

  1. Priority to the Foreign Strategy

Party-based revolutions so far concentrated on giving solutions to any obstacles that would stand in front of the interests of foreign powers. Party-based revolutions are organized in the plan of foreign powers when there is a problem to fulfil their interests and after the success of such revolutions, the governments formed here give priority to the jobs of foreigners. For instance, the eight political parties, who had made a sign on 12-point understanding after 2063 BS, made the ‘Citizenship Act by Birth’ their agenda of common agreement. It is to be noted that it was not mentioned as a problematic issue in the documents of any of these political parties.

 

  1. Protection of Status-Quo

None of the so-called changes that took place in Nepal have brought any difference in the neo-colonial and dependency character of the state. With the treacherous intention of keeping Nepali people in illusion names of the political systems, their forms, and actors only have changed. The essence of all changes is to give the continuity to neo-colonial structure of the state in the status quo. We notice the same thought to give direction to the state affairs, same state system, same means to run the state, same mechanism, same knowledge, same system, same style, same process, similar prayer to foreign powers, and similar behaviour to make the citizens their subjects. It is the noteworthy negative feature of the party-based state system after 2007 BS.

 

  1. Disregard of Nationality and Citizens’ Interest

It is a special aspect of today’s power politics that there is no space for the nation, nationality, national interest, and citizens’ rights and interests in the formal agendas of ruling parties. There are important reasons behind it. The ultimate goal of political parties is to achieve power by reaching the government. But that power to reach the government is in the control of the foreigners. Therefore, the culture of pleasing foreigners has been developed. This reality promoted the psychology that the state authority is for the work of foreigners.  Parties shouldered the foreigners for the state authority in Nepal and the foreigners and the foreigners lifted the Nepali parties as their porters. To establish its theoretical base, the principle of partisan supremacy has been established, where parties are regarded as lords in our parliamentarian system. Foreign interests always differ from the national interests. Since the parties are supreme it is a common matter that the country and the citizens are damaged.

 

  1. Schooling of imported thoughts

Whatever visions, thoughts, and schoolings exist to run the state affairs, all of them are imported, mechanical, and unfamiliar. They have been imported without making any changes. No attempts have been made to modify these unfamiliar visions, thoughts, and schoolings into Nepali style. Nor has anyone thought about developing native thoughts in history. As a result, such imported thoughts have produced human resources who love foreign subject matters, characters, and events and hate our nativeness.

 

  1. Expansion of Neo-Colonialism

Another remarkable feature of so-called political systems after 2007 BS is the generalization of foreign intervention and the development of the psychology of neo-colonial slavery among the large mass of Nepal people. There is an ongoing intervention of Indo-West powers in Nepal, which has been generalized in the pleas of neo-liberalism, marketization, globalization, and technological wars. It is revealed that brokering for foreign powers is the destiny of politics. But there is a trickery behind it not to let the country become independent.

 

  1. Dependency on Imported System

On the one hand, the system is imported and on the other hand, the country is facing neo-colonial slavery. It means that state authority here is in the foreign powers. The ultimate goal of the political parties is to achieve power but the rein of power is in the control of foreign power centres. Therefore, political parties are brokering for foreign power centres. There is no space for a change so long as there remains a neo-colonial state system.

 

  1. The Pivot of Revolution is in the Foreign Land

The pivot for the beginning and end of all revolutions in any form and colour is around the power in Delhi. The start and end of the revolutions of 2007 BS, 2047 BS, and 2063 BS were conducted in the strategic plans of Delhi. From the beginning to the end, there is a very clear and active involvement of the same force in the war imposed in the name of Maoists. When we assess the history of party-based revolutions, we can say categorically that none of them were conducted according to the needs of Nepali people nor did they originate from the Nepali land. During the time of constitution formation, Indian forces claimed to be a partner of the Federal Republic and wanted to address their demand through the constitution formation.  They pressured the political parties to make the Citizenship Act more liberal. Connected to this issue, the economic blockade of 2072 BS clarifies the intentions and changes of party-based revolution, for whom they are conducted.

 

  1. Partisan Supremacy

The principles of political parties in Nepal do not accept the fact that the nation is supreme. People have been divided around the political parties with the fake assumptions that parties are superior to the people and the country. It is defined that opposing the crimes of political parties means opposing democracy. Moreover, party-based politics is practiced with the thought that any immoral and criminal acts are justifiable for achieving authority. The principle of partisan supremacy is the foreign design that does not give space to the nation and the people.

 

  1. Betrayal against the Country and People

Another dangerous tendency of party-based revolution is betrayal against the country and its people. If we read the history from 2007 BS to date, basically political parties have betrayed the country and people. They have made the sovereignty and national integrity weaker and people’s lives more difficult. Not only this but also, it has become a common nature of the political parties to compete with each other to execute the issues of foreign interests. When we see the present condition of the country and citizens we can conclude that the party system is a vicious circle designed by the foreigner as a curse.

 

 

 


Chapter Four: What Led the Formation of Trimool Nepal?


 

We notice the problems of lack and emptiness everywhere in our country today. Lack of thought, lack of norms and values, lack of power balance, and lack of options are the common features. Moreover, there is a danger that our way forward for a long leap may be blocked. It means there is the possibility of lack of direction, lawlessness, anarchy, and the situation of multi-faced conflict. This situation is created in the planned strategy of Indo-West imperialists.

This situation is created as an integral part of the process of global development. The process of deformation of thoughts and values, connected to the world system and established in the name of modernity, has started. In reality, there are two reasons behind it. The first one is they imposed the values, developed under the influence of powerful ones, disregarding global diversity, to all. The next one is- uncontrolled violence based on the principle of benefit, loot, and imbalanced exploitation of nature. The problem of overall emptiness is not a feature of Nepal alone; it is a global phenomenon. Therefore, there is a grave effect of it in Nepal. Today, we are in search of alternatives of prevailing thoughts, norms and values, state systems, and lifestyles globally. The most positive landscape of this search today is that it is based on originality and nativeness. This is the main reason why we notice conflicts from the roots in most of the developed countries in the world.

The situation of no option, created by the development of emptiness in power and authority may invite an uncontrolled and endless explosion. Foreign powers had the strategy to make Nepal unstable and disintegrate it, and to fulfil their strategic interests converting Nepal into a failure state. Any responsible political power must oppose this strategic conspiracy of foreign powers and organize all citizens in the direction of affirmative solutions. For this prime purpose, it was essential to form Trimool Nepal.

There is no existence of any political powers in Nepal, to assimilate in detail and find the overall solutions to the aforementioned issues, which are connected to sovereignty, national integrity, development, and promotion of the country. The demand of the country, time, and situation is that we have to bear this responsibility. If we have to give the attention to global tendency of ups and downs, and Nepal’s tendency to follow the same tune, we have to be clear that there is no other alternative to resolve the crisis. 

 

 

 

 

 

Part B: theoretical and Political Base

 

 


Chapter One: Vision and Ideology


 

Visions and ideologies are connected to the fact about how we see life and the world and take steps ahead. The angle set to understand any subject, object, or event is the foundation of vision. There are various opinions about whether to see the root (material) world alone or the spiritual one, or both. Because of differences in angles to see, there developed different visions like idealism, spiritualism, materialism, and dialecticism. Whatever concepts people develop about the origin of the world, nature, and relationships among all existences in nature make philosophy in totality.

Whatever visions people have they will have similar ideologies. The totality of a series of all thoughts, in any area formed thus, is the ideology. The materialistic ideology is the totality of a series of thoughts related to the material world and its parts. If we develop a thought about the formation, deformation, relationship, and development process of a society, study them together, and make total thought, it becomes a sociological ideology. Political principles, economic principles, moral principles, idealistic principles, etc. develop similarly. We have discussed in the annexure what kind of vision we have to develop to see life, the world, society, and their interrelationship.

 

  • Fundamental Concepts of the Party

The root of the present crisis in the country is very deep. It has a long background and it is multi-faced. It is mainly divided and related to ill thoughts, ill concepts, and bad values. There is no originality (nativeness) in the way we see things, develop a thought, give direction to lifestyles, and form a concept about any entity. Since there is no nativeness our schooling is becoming strange. As a result, our activities and behaviours are directed to the point, which is entirely against the country and the interest of Nepali society. Basically, we have fallen into an obstacle, that we cannot imagine resolving the national crisis without coming out of it. When it comes to the matter of observing and understanding the country, society, and events there should be the development of original vision, thought, and concept; Trimool Party Nepal is very clear in this matter.

As a result of the aforementioned problems, our native language, foods and eating habits, movements, lifestyles, uniforms, customs, civic sense, etiquette, morality, and cultures are dying. Imported thoughts and concepts are making our individual, familial, social, and national relations fragmented and polluted. Concepts like duty, sympathy, goodwill, brotherhood, and etiquette are dying. They are replaced by deformities like consumerism, sycophancy, marketization, and rightism. We have become strangers who love everything foreign and who hate everything native. It is killing our identity and existence. The mentality of slavery and consumerism is developing within us. We have lost the faith in ourselves. We have a mentality that foreign land and foreign items are everything.

The main fight against the status quo is the fight for vision, thought, values, and morality. This is the main foundation to direct the state system. As a result of so-called changes based on foreign strategies we have lost our values and at the same time, we are not able to instill new thoughts and values. Now a kind of emptiness is prevailing in the mentality of Nepali people. The state system is going ahead with the process of lawlessness and anarchy. Everything imposed in the name of advancement has failed. Therefore, it is essential to reorganize the Nepali society in the areas of political, economic, social, cultural, moral, and psychological and drive the country ahead with a new vision and goal. For this purpose, Trimool Nepal is committed to taking forward steps based on the following subjects:

 

  • New Vision and New Thought Schooling

Vision is the way of seeing and understanding events, subjects, or things, based on certain values. It develops a continuous series of thoughts towards several matters. The totality of a series of all these thoughts that develop part by part forms the overall principle. Whatever visions we have applied in political, economic, social, cultural, and moral areas all of them are imported, mechanical, and incomplete. There is a need to develop new methods based on original thoughts, visions, and studies. Based on these processes and methods, we need to develop a school of thought with originality and get educated.

 

  • National Schooling Based on the Culture of Soil

The essential meaning of the term soil here is the native land. The schooling based on the culture of regarding our native land as a foundation of life and the country as a shelter is called the national schooling rooted in soil. It means we have to develop the state system and social, familial, and individual norms and values based on the climate, landform, sociocultural relations, lifestyles, and geography of Nepal. For it we have to assimilate the nation as a directed thought and nationality as integrated common psychology; then we have to give up imported visions, thoughts, concepts, and systems.

 

  • National Principle and National Psychology

Today’s crisis in the country is a national crisis. The conspiracy designed to disorganize the nation and to make it easy to use Nepal’s strategic geography in fovour of Indo-West powers is the main reason for the present crisis. The foreign brokers within the country are the main domestic enemies of Nepal and Nepali people. There is a need for the National Resistance Movement to face this situation. All Nepalis must be organized in the same place for the National Resistance Movement. We have to reject all masqueraded thoughts to divide the Nepali people. Moreover, there is a need of a common umbrella with national thought and national psychology, where all citizens will be accommodated.

 

  • Nativeness in thought, Idea, and Nepali Values

Present political, economic, sociocultural, and moral systems of the country, and thoughts, ideas, and values established in these systems are imported from the foreign land. It does not represent the Nepali situation and needs. The originality and situation of the country are entirely different from the thoughts, ideas, values, and behaviours we practice. As a result of this contradiction, deformities like consumerism, individualism, irresponsible feelings, self-interest, immorality, and violent psychology are becoming horrible. To root out these problems, it is essential to organize a fight for originality in terms of thoughts, ideas, values, and behaviours.

 

  • Independent and Comprehensive Vision

The crisis is a kind of chaos created from the root of the state system, and overall areas of the society. We cannot solve this problem following and one-sided vision. We can the crisis of the country in two ways. First- to understand the fact that problems in all areas including economic, political, and social areas are interrelated and the problems created in one area will affect the other areas. Second- to seek a lump sum solution of all problems comprehensive vision. If we cannot hold both of these visions appropriately, we will fall into an endless vicious circle.

 

  • Need of Long-Lasting Change

The state system of the country is not independent. Ever since the Sugauli Treaty, imposed by Britishers forcefully, to date it has been in a state of neo-colonial slavery. The country is independent but the state system is in the control of Indo-West powers. Foreign powers, through governmental and non-governmental sectors, have imposed upon Nepal dozens of humiliating treaties and agreements with the purpose of not letting Nepal be independent. With the support of these treaties and agreements, they are running a parallel government. We can make the state system independent only after we break this network and end the neo-colonial era, that started with Sugauli Treat. Therefore, the basic need of the time today is a change resulting from the end of the neo-colonial era started with the Sugauli Treaty.

  • Mode of Development Based on the Culture of Native Means, Resources, and Soil

A country that depends on imports will never develop. Mobilization and management of native means and resources are the foundations of prosperity. In Nepal, we have abundant agriculture, forests, medicinal plants and herbs, animals and birds, water, tourism, cultural heritage, and human resources. We have enough minerals in the country. The development plan designed based on these means and resources will control the foreign trade deficit and make the Nepali people independent. We have to implement the policy only to import the resources, raw materials, and readymade goods, which are not available in our country.

When we talk about development we have to pay attention to the environment conversation. The present economic development policy in Nepal is based on the principle of capital reserves. In the name of the maximum capital reserve, it is exploiting the means and resources to the maximum rate and destroying environmental balance. It is based on the criminal thought of destroying the environment and human beings and earning capital. Keeping in mind the possible unimaginable destruction created by it, we have to be away from such wrong practices. Only the development plan based on the style of conserving soil fertility, preserving means and resources, and maintaining environmental balance will bring happiness, prosperity, and peace.

 

  • Continuous Relationship between the Past and Present

Indo-West colonial powers are willing to disintegrate Nepal separating it from the past. For this purpose, they are willing to establish polluted concepts like federalism, secularism, and multinational states through their brokers. For this strategy, their main effort is to defame the historical figures who had made priceless contributions to safeguard sovereignty and independence. To disintegrate the reunification of Nepal, the foreign brokers have raised the issue of multinational states.

They have used their whole effort in the conspiracy to establish the Nepali heroes as villains and foreign brokers as heroes. This is the reason why they are attacking national heroes like Prithivi Narayan Shah, other national heroes who got martyrdom during the reunification of Nepal, King Mahendra, Yogi Naraharinath, Falgunanda, and Bhanubhakta Acharya. Each Nepali citizen should pay attention to resist this conspiracy, establish their contribution, and most importantly step forward on their path.

 

  • Organization of Special Society and Special Rule

All living things and root materials on earth are unique in themselves. Therefore, each nature-gifted material has a very special identity. Likewise, cultures/customs developed at the local level also are special. Everything developed in its original form has a special identity. A political system developed in any special context and situation does not resemble a political system developed in another context. A single law cannot control all people similarly. An imported and imposed political system does not run. All social systems are original, therefore the political system also be original.

 

  • Situational Element of Nepali Nationality

There is one external situational element connected integrally with our nationality and very few have thought about it. That element is seeing Tibet as an inseparable part of China. Nepal is a landlocked country bordered by India from three directions. A large mass of Nepali people understand that India wants either Sikkimization or disintegration of Nepal and, therefore, it has imposed economic blockade time and again. Even then Nepal is safe. The only reason for it is that there is China as our northern neighbour.

Had there not been Tibet, the inseparable part of China, but the control of Indo-West Power, what would be the situation of Nepal? The obvious answer is that we would be surrounded from all four directions by imperialist powers. And there would be a great possibility of losing our sovereignty. Therefore, the Nepali People need to understand that Tibet is an inseparable part of China and it is the situational element of sovereignty and nationality of Nepal.

  • Three principal foundations of Party Formation

Trimool Nepal is a party formed with the original thought of resolving the crisis in real terms, that has been getting wider and wider for a long time. We have a conclusion that Nepal has been facing the following three fundamental problems ever since the Sugauli Treaty was signed:

  • Because of neo-colonial slavery since the Sugauli Treaty Nepal has not become independent to date. In this period of more than two hundred years, there have been the practices of different types of rules in the name of political changes but all of these changes have taken place within the limitations the neo-colonialism. As a result, none of these so-called changes attempted to address the problem of the Nepali People. Keeping in mind the limitations of neo-colonial slavery we have to be oriented to the direction of ending the era of the Sugauli Treaty. The party has taken this matter as a long-term goal.

Ending the neo-colonial slavery imposed by the Sugauli treaty means ending the slavery imposed by the Britishers forcefully and any other forms of slavery imposed by others taking advantage of unfavourable situations created by the Sugauli treaty. The state system of Nepal is under the control of foreign forces as a result of humiliating treaties with some nations and neo-colonial multi-companies. The conditions set by these forces have prevented Nepali people from working independently. We cannot break these conditions without ending the Sugauli Treaty era.

  1. Visions, thoughts, norms, and values that we have assimilated since the Sugauli Treaty and particularly since 2007 BS are imported ones. They are not based on originality here nor are they developed according to our needs. As a result, such imported visions, thoughts, concepts, and values could not give appropriate direction. Moreover, they could not develop the feeling of patriotism nor could they develop responsible national schooling towards the citizens. That caused our original thoughts, ideas, values, lifestyles, and concepts to die. Now we have become strangers from our thoughts to our styles.

Without getting the solutions to these problems we can not develop the capability of our leadership to give the appropriate directions. This is our main internal problem. Now, it is essential to start an overall regeneration revolution to solve these problems. The development of originality should be the main issue of our revolution for preserving the prevailing original things and regenerating the lost original ideas and things. We cannot resolve the present crisis without the search for originality in areas like ideas, thoughts, norms and values, concepts, state systems, and daily lifestyles.

  1. Another important reason for the crisis in Nepal is the principle of power supremacy. The situation of being a broker and working for a foreign power has been created to reach the authority controlled by foreign powers after the Sugauli Treaty. This condition did not let the political parties to work in favour of the nation, national interest, and the citizens. It is a system-level problem. To end this compulsion, we need to promote the ‘nation first’ policy and make it the directive principle of the state system.

 

(c) Regeneration Revolution

The regeneration revolution is a necessary way to solve the present crisis. Whatever we were and what we had in civilization and history, now we have lost that originality. As an effect of neo-liberalization and consumerism, we have become like the consumer goods in the market. We have lost our original ideas, thoughts, and values, and lifestyles. Our psychology has gone down, and except in legal terms, we are becoming strangers to the country and society.

Modernism, consumerism, and neoliberal prohibitive thoughts are the main reasons for the decline of the country. The development model promoted to reserve of maximum capital, the consumerist lifestyle developed by killing the humanitarian feelings, and the anarchical situation created by deforming collective institutions like nation, society, and family are the other reasons. The slogan of freedom raised with the plan of looting, making each individual a parallel centre, is another reason for this decline.

Westerners are using the education system as a major weapon to crush the civilizations, cultures, lifestyles, values, and glory which are not in favour of their interests. They have a very cunning strategy of producing useless human resources who favour them alone. We have become the victim of their strategy of destroying weak countries using the same human resources as weapons. As a result, we are in a situation of losing our originality. All Nepali people need to take this problem seriously.

 

  • Problem in idea-generating

The idea-generating system is completely mechanical, imported, and strange from 2007 onwards. There is the influence of naked materialism and foreignness in philosophical thoughts, political ideas, and economic, social, cultural, and moral aspects. It is one-sided, prohibitory, right-based, consumerist, and individual-centric. It gives the least importance to wholeness, collaboration, duty, charity, and collectiveness. It is dissolute and materialistic and therefore it neglects the importance of spiritual and moral living. It has stood as a resistance to patriotism, social feeling, originality, and efforts to understand own history.

Because of the declining situation of the idea-generating system, the psychology of Nepali people is getting divided and worsening. People are becoming selfish, spiteful, alienating, frustrated, and irresponsible. Because of the continuous loss of psychology people are getting pessimistic and at the same time they are losing self-confidence. People are not only getting irresponsible towards the country, society, and the family but also they are becoming violent and deceitful. It is a dangerous mentality. This problem is created by the fatal idea-generating system we have practiced in the name of modernism and neo-liberalism. It will further shape social structure and relationships. Some people explain the origin of the universe from a materialistic perspective while others explain it from a spiritual perspective. People may have adverse thoughts because of their way of seeing and understanding things. Our values also develop in the same manner. We also cannot go ahead without correcting the problems present in our idea-generating process.

 

  • Problem in Thought

Thoughts and principles do not originate from the imagination of people. Surrounding circumstances shape and needs of people and shape their thoughts, norms values, and cultures. People who live in the Himalayan region wear a dress covering the whole. It is a necessity developed to protect from the cold. This gave birth to the dress culture of the people of the Himalayan region. Contrary to this the people who live in the Teral wear few loose clothes to protect from the heat. It developed the dress culture of the people of the Terai region. People’s thoughts, ideas, food, dress culture, norms values, and cultures, etc. are based on originality.

None of the principles we have been practicing including political, economic, social, and moral are based on Nepali society. All of them were practiced in America and Europe. The ideas developed based on the needs of their society are imported mechanically. It is the need of time for us to regenerate the original ideas and principles to resolve the crisis of the country.

 

  • Problems in Concepts

The concepts that we are practicing in different areas are foreign ones. Our understanding of the political system is foreign. The definition and explanation of democracy and the concept of development are foreign. The concept of the nation is also foreign. Our concepts about many ideas like rights, duties, independence, dependence, human rights, justice, individuals, societies, religions, cultures, etc. are foreign. For us democracy means not accepting others’ existence, forming a party and begging for votes, becoming the largest party, and hijacking power. We instilled the wrong concept that the main job of the opposition party is just to oppose the government. We took it as a beautiful aspect of democracy.

In the imported that we are taught there is no country nor is there the concept of duty towards the country and society. There is no reconciliation, collaboration, or coordination. There is no knowledge that democracy is the integrated expression of economic, social, cultural, environmental, ethical, and humane aspects. There is the problem of safe drinking water in the country’s urban areas. The state does not invest in this area. In the name of development, there is the flow of poisonous items like Pepsi, tobacco, and alcohol. We have not understood that development is the production and creation to fulfil our needs.

Assuming that nation means casteism, language, religious community, culture, and special region, we imported the communal ill wills. We brought division in the society assuming that regional creeds developed of practice a religion is synonymous with religion. We are used as a weapon to destroy the nation, society, and family creating an irresponsible individual on the polluted assumption that an individual is sovereign.  There are many such wrong concepts, that the Westerners are using as weapons to destroy the identity and existence of weak countries. It is impossible to resolve the crisis of the country without creating our original concepts on all these aspects.

 

  • Problems in Values

We have lost our original values. There is a remarkable decline in national, social, cultural, familial, individual, and ethical values. There is a similar decline in areas like etiquette, goodwill, cooperation, charity, and humanity. Foreign values are making us irresponsible and converting us in the form of consumer goods. We are being made valueless. The challenge in all these areas is how to reestablish our values. Values and norms are the foundation of social structure and the pivot of social relationships. Such values and norms are developed after a long history of civilization. If we cannot preserve them, society dies, and if the society dies civilization and culture die. As a result, the nation also dies.

 

  • Problems in lifestyles

Our lifestyle is a great challenge in front of the revolution of regeneration. The daily lifestyles of people represent the identity of a country. Now we don’t have original foods, clothes, languages, customs, behaviours, and cultures. If a Nepali goes to a foreign country, we cannot identify, to her/him which country s/he belongs based on dress, language, and custom. If the original lifestyle dies, people change their thoughts and behavious. Such a decline in thought and behaviour will bring changes in social relationships. It is a dangerous situation for a country and therefore we have to become sensitive to it.

This is the main reason why we are noticing the problems of disintegration in our family and society. Thinking that foreignness is the great, blind imitation of foreign culture and practice has made us strangers in our land. The tendency to hate the original items and be proud of the foreign items is developing. Therefore, Nepali society is becoming the victim of extreme consumerism. It is not possible to resolve the present crisis without resolving all these problems in our overall lifestyles. Without establishing our identity in our lifestyles we cannot form our foundation nor can we fight against these wrong practices.

 

 

 


Chapter Two; State System


 

  1. Strategic Goal and Operating Procedures

Strategic Goal

The strategic goal of Trimool Nepal is to establish a republican society. In a republican society, there is a mutual relationship among the mentioned count, state, society, and system. We cannot understand the meaning of democracy separating them from each other. We need to understand the meaning of the term republican society to grasp the meaning of democracy.

  • A count is a group of dutiful people living in a nation with full rights by their citizenship. In the group, the individuals are bound by both rights and duties. We cannot imagine the free individuals with rights alone nor can we imagine the slaves with duties alone in the society. The citizens with rights and duties in a balanced manner are called the count. Therefore, a count is a group of people living in a particular area with a kind of social relationships
  • A large and complete form of many counts (groups) is a society. We cannot imagine any society beyond the counts. A society is composed of the mutual relationships of the counts. Society is a large form of counts, where several aspects like cultures, customs, values, norms, and mutual relationships are included. An aggregate of individuals is a count and the aggregate of counts is a society. A large form of society is a culture. Therefore, a republican state is by nature well well-cultured and society-centred system.
  • A state is a legal system of societal structure. A state is formed to manage the society giving it a uniform shape. There is no state system beyond the society. It is formed in the foundation of societies. It cannot be and should not be separated from the society. A state system cannot run prohibiting the social norms and values. Therefore, a state is not only an integral part of society but also directed by social/ethical values.
  • System is a swivel to join several aspects like count, society, and state system. System does not include people and society alone, it includes the overall relationship between human beings and other living beings in connection to the surrounding environment. The state system is a balanced relationship between human beings, other living beings, and non-living beings. Whatever can ensure balance in human life from all viewpoints, is called a system.
  • The Republican state system is a society-centered thought and management system. It has regarded society as all-powerful. In history, we have practiced and experienced two types of principles and state (political) systems namely capitalism and socialism. They are different from each other fundamentally in many aspects. But there are many similarities also in the practical aspects of both of them. Their viewpoints and behaviours towards the common people are among the similarities.

 

In both systems, a large mass of people of common people organized in the form of society is bound to live their lives selling their labour as labourers. Capitalism is an extreme individualistic thought, where only the capitalists get benefits. But in socialism too, influential elites exercised power. In both systems, the society lived in an innocuous manner. The main concern of Trimool Parti is how to solve these problems.

 

Therefore, to make society stronger, the Trimool Party has advanced the principle of politically recalling, rejecting, and giving alternatives. Moreover, we have promoted the principle of coordinating culture comprising self-governance and special identity. Other strategic goals are to provide free education, health care, and safe drinking water. Moreover, our security system should connected to the citizens self defense system. We may understand it in terms of social politics, social economy, and social culture.

 

Present democracy does not represent a system rather it represents a lack of a system. It takes the political parties as principal aspects and not people’s happiness. It is measured in terms of competition, prohibition, and comparative numbers of votes. It gives people the right to vote but not the right to control the elected individual. Therefore, rather than an election, it is an approval system.

 

The complete form of democracy is the republican societal system. In this system, there is coordination among the count, society, and the state.  It means the ones who form the government may have thoughts and ideas about how to run the state system; but it is impossible to run it rejecting the concepts like needs of citizens and societies, norms and values, and historical traditions. Today’s democracy based on the larger number is mainly a legal rule (system) whereas the republican societal system is a legal/ethical system. The legal system is punishment-based, which is a catalyst for negative relationships.

 

Operating Procedures

Operating procedures go through several stages. They represent the objectives of different phases according to the needs of the situation and time—the totality of a series of such procedures that get operated one after another form the strategies. Operating procedures are the periodic parts of strategies.

 

Immediate Operating Procedures

The immediate Operating Procedure of this party is to end the state system and all processes based Delhi Agreement signed on 7 Mangsir, 2062 BS between the then Maoists and other parties who supported the parliamentary system in the control of Indo-West forces; and to establish a national government comprising the forces that stand against the imperialist powers.

 

  1. National Fundamental Policy

It is a reality that we are enduring the situation that the political parties whichever form the government work based on their self-interest, deform policies formed by the previous government, and form the policies contradicting the previous ones. Moreover, they outright reject the interests of the nation, society, and citizens. We have been facing such problems due to the lack of national fundamental policy. We have to form a national fundamental policy including the areas like politics, rule, administration, economy, security, foreign affairs, education, and health. Furthermore, we have to define what is to be done by the nation and what is not to be done. To make sure that the government cannot work going beyond this policy, we have to form the policies, rules, and laws accordingly.

National Ideology

The main reason for the decline of our country is imported ideologies. Ideologies form concepts, values, and behaviours. Whatever ideologies are practiced in Nepal, all of them are developed based on European societies. An ideology developed for one society does not function for the other one because all societies all over the world are developed based on different natural resources and means, human relationships, and needs.

We have never attempted to develop an ideology based on Nepal’s geography, climate, natural resources and means, social relationships, cultures, customs, lifestyles, landform, geopolitical situation, nationality, and humane, and social needs. Such ideas developed foreign schooling and made the Nepali people irresponsible. This has given birth to the tendency to hate the values based on Nepali civilization. To tackle it national ideology will be developed.

Secularism

The English term ‘secular’ is translated into Nepali as ‘dharma nirapeksheta.’ But the meaning of the term secular is not absolute; it means having no concern for any religion. Secularism was brought in the interest of Indo-West powers with the plan of attacking the religious cultures of Nepal. A state cannot be indifferent in terms of religion. We have to dismiss it and declare Nepal as an eternal religion-relative country. It is undebatable that Nepali civilization and development were based on the customs, cultures, and puja recitation shaped by eternal religions like Vedic, Kirat, Boudha, and Bon religions.

Policy for Religion, Customs, Cultures

Religion is eternal, miraculous, and unique. It is an optionless eternal truth based on duty. The religion of people is a humane duty. Behaviours based on a particular religion develop customs and when a large number of people follow similar customs it will form a culture. Custom is a process to shape individuals’ behaviour according to religious principles; it is an individual behaviour whereas culture is a collective celebration. Many opinion-based and thought-oriented scriptures, written to use for a common benefit between life and the universe, are cults only and not religions. Such thought-oriented opinions are miraculous, changeable, and communal.

Religion is an innate duty (The whole world is a single family), not based on any organization. Customs are individual behavious (from birth to death) based on religious activities. Culture is a collective celebration (festivals, fairs, jatras). Likewise, the cult is a thought-based opinion (Ramayan, Tripitaka, Kuran Bible, etc.) founded by certain individuals or groups. But all of them are interrelated with each other. One may have taken birth from the ovary of the other. If we separate innate duties, individual behaviours, collective celebrations, and thought-based opinions, we cannot see the clear picture of civilization.

 

Unitary Nation and Local Level Self Governance

They imposed federalism giving it an indirect way (the window) for executing the disintegrating strategy of foreign powers. The meaning of unitary has been explained as the centralization of authority, which is entirely wrong. It does not mean the decentralization of authority, but it means a nation with a single soul. The opposite of it is federalism, which represents the concept of multi-nations. The meaning of federalism is not related to power transfer. According to the historical facts Nepal is a nation with a single soul; it will be declared as a unitary nation. To protect cultural identity and establish goodwill among all Nepali people, the policy of local-level self-governance will be implemented.

 

Federalism

In the modern political history of Europe, the concept of federalism is taken as a voluntary alliance among the independent sovereign units. They added the right to self-decision, as they may be separated when they desire. It is connected to the conflict between Catholic and Protestant Christian religious sects in Europe. It is entirely related to the caste-based history of Europe, and it has nothing to do with the outside world. When Westerners became powerful in terms of wealth and military power it took imperialistic thought. They, therefore, forcefully exported this concept,  as a political ideology, to take advantage of weak countries. European countries originated from the caste-based struggle, therefore, they were compelled to implement this concept. However, the nation-building process in other parts of the world was not founded on caste-based struggle. Therefore, there is no relevance of federalism in the Eastern countries. This concept developed in Europe is the result of assuming casteism, language, religion, and region as a nation. Westerners believed that casteism, language, religion, and region are entirely different from each other and they are nations. They further believed that the nations are sovereign and free, and therefore, they can get separated when they desire. The former USSR also was formed based on this principle and whatever agreement they had signed, they disintegrated accordingly.

They are attempting to disintegrate Nepal applying the same concept. We cannot forget the fact of people demanding federalism, believing the assumption that there are many states in Nepal, and connecting the right of self-governance to it. With the assumption that there are many castes, languages, religions, and regions in Nepal and all of them are a nation, and it is a temporary alliance of all of them, the Western agents are talking about the multi-nation state. They raised the issue of federalism to establish the wrong concept that Nepal is an unstable alliance of many states. They have the purpose of disintegrating Nepal based on federalism by increasing the population of the country through the Citizenship Act (citizenships by birth). To foil this conspiracy of foreign powers, all provisions smelling federalism will be dismissed.

 

Development policy

Development policy will be based on the original means and resources. And it will be grouped into immediate, short term and long-term plans. Development infrastructures and other projects started previously will be completed in time and the line ministers will be made responsible for it. Rules, laws, and regulations will be formed based on the assumption of politics for development. To not let politics disturb the development/construction process, a policy will be implemented such that no political activities will be conducted in production/construction areas, no sister organizations will be opened in the economic structures, closure and strike will be prohibited, and there will be a single trade union alone in occupational areas.

 

Policy for Open Border and the Treaty/Agreement

The open border with India, which is the fundamental source of many types of crimes, and population encroachment, will be closed completely. And the policy of dismissing all inequal and humiliating treaties and understandings which were enforced by power, threat, and temptation and which are against the national interest will be implemented. However, we may review them in between.

 

Organized Rural Settlement Development Policy

A plan of establishing integrated organized rural settlements, in the residential areas declared by the map of land use, will be implemented. In all such settlements, there will be all minimum infrastructures like employment-based production infrastructures, necessary government offices, education/health infrastructures, communication, cooperative markets, sources of fuel, water/electricity, social service facilities, public places for all kinds of consumptions, pastures, and well-facilitated houses for domestic use. A policy will be implemented that no settlements will be constructed in fertile agricultural land, in areas closer than one hundred metres from the rivers, landslide-prone areas, land in the middle of forest areas, watery areas, and areas of more than 40-degree slopes. They will be developed as culturally coordinated model settlements.

 

Human Rights Policy

The question of the rights of an individual cannot be independent from his/her legal, social, and ethical duties. Talking about the human rights of an individual regarding him/her sovereign absolutely, parallel to the nation, society, and family means prohibiting the collective institutions like country, society, and family. Therefore, we have to respect the rights of an individual as a member of the nation, society, and family; when there won’t be any violation of institutional postulations. The question of human rights will be taken as a policy for the formation of a civilized society, ending all kinds of inhumane behaviours and ill practices.

 

Security Policy

Security policy will be developed based on multipurpose (border protection, protection of citizens, protection of the economy, protection from natural and human-made disasters, protection of citizen’s fundamental rights, protection of cultural heritages, etc.) use and it will be developed in the form of citizens defense system giving the right of self-decision to the individual, who faced the problem for the first time. There will be a priority on the protection of sovereignty and national integrity and living a peaceful life in society. Anyone who violates it through intimidation, threatening, and blackmailing will be penalized against public offense.

 

Education Policy

The education system will be divided into several disciplines like traditional knowledge-based education, physical and moral education, native education based on the original sources and means, generation-based social studies, development-based technical education, research-based education, and gurukul education. Education up to class 10 will be basic level education, from class 11 to bachelor’s level will be secondary level education, and masters level education will be taken as higher education. Basic education will be made compulsory and education of all levels will be free.

In terms of the education system, apart from the number-based competition, there will be the evaluation of several domains like spiritual, mental, individual, and social behaviours. To instill the feelings of patriotism, and social responsibility, and strengthen the experience-based knowledge, according to the education policy, all individuals will be involved in the social and national service. There will be a local-level (original) syllabus about the local language and culture to promote the mother tongues/dialects of various people, arts and crafts, and indigenous knowledge.

 

Health Policy

Health services will be made completely free as innate rights of citizens. The crime of making citizens’ health a business will be completely banned. The balance between physical and mental health for a healthy individual is essential. In health science, apart from allopathic, other alternatives like homeopathic, ayurvedic, therapeutic herbal medicine, yoga, meditation, natural medication, etc. will be practiced. There will be a policy of preventive health care. It will be developed as a preventive safety measure for running mobile services.

 

Land Policy

Based- on the geopolitical map, there will be the policy of dividing the land into the following several categories and using it: agricultural areas (including fruits, animals, and birds), residential areas, industrial areas, tourist areas, and forest areas (including pastures). Small pieces of land will be integrated into larger ones for maximum utilization of land and a policy of not selling/buying small pieces of land will be implemented.

 

Industrial Policy

The concrete meaning of industrialization in the context of Nepal is the industrialization of agriculture. It comprises foodstuffs, forests, animals and birds, and gardening. Apart from agriculture, we have water resources, mines, tourist sites, and human resources in abundance. These resources available in our country are enough to give employment to tens of millions of people. Industrialization in the country means the development based on all these resources. A policy will be formulated to focus on arranging education, technology, and training to manage and develop these resources.

 

Policy of Proportional Partnership in Profit

Certain percentages of profit from production and other occupations will be separated and collected in the Poverty Alleviation Fund proportionately. This amount will be used, as a special project, for promoting the lives of people who are below the poverty line. There will be a policy of converting labour into a share of the concerned project.

 

Policy for Non-Governmental Organizations

Many non-governmental organizations under the umbrella of the UN and others, that are running in the donation of Western countries are on the frontline playing the main role in violating the political, social, cultural, value-based, behavioural, and moral goodwill/harmony. Learning a lesson from this situation, their profiles will be studied and assessed to make sure whether they have interfered with the originality of our nation, society, and policy formation and implementation of the country. Finally, a decision will be made whether they will be allowed to work here or not. All unwanted activities of foreign powers in many guises will be ended forever.

 

Geopolitical Policy

  1. i) The fact that Tibet is an integral part of China is the situational element for Nepal’s nationality. This reality will be assimilated. It is based on the assumption that Nepal’s sovereign existence will be in danger if Indo-West imperialists capture Tibet.
  2. ii) The cause of the crisis in Nepal is the strategic interest of Indo-West power. Both of these powers believe in interference. Our power is insufficient to fight against this entire force. Therefore, to make these powers weaker and expel them from here we have to establish proximity with the forces that are against Indo-West powers in the polarization process.

iii) Nepal is a landlocked country bordered by India from three directions and bordered by China from one direction. India has not given us the transit right, according to international law, to reach the ocean. This issue will be raised in the international forums immediately. If we fail to achieve an affirmative result from this effort, we will review the relationship with the concerned parties.

 

Social Security Policy

Fundamental rights like education, health, safe drinking water, and irrigation will be made free as innate rights of people. There will be a guarantee of employment for our citizens. A policy will be implemented that will ensure that basic needs like parenting and education will be the responsibility of the state in the case of the people who are destitute, differently able, and orphans.

 

  1. Political System

Theoretical Postulation

The political system is the pivot of all other systems of a state, it is the leading thought of the state. Since it is the leading thought, it will affect all other organs of the state gravely. If other systems of a state are not favourable for the political system, there will be a danger of grave instability. Therefore, there is the development of separate disciplines like political economy, political sociology, and political geography in the present world.

Politics is a kind of culture. Culture is a system connected to a method of giving continuity to life. Values are very important in culture. There is no culture without value and there is no politics without culture. Since it is a policy to direct and run the state it is the aggregate of all aspects. The expression of its essence is rule and administration. Since it is the policy formation and execution level it gives the shape of other aspects.

 

Structure of Rule/Administrative System

  1. Dismissing the federal structure there will be the arrangement of complete self-governance at the local level. They will form the policies and execute them without any obstruction in the areas other than some important national issues, international issues, and security issues. The local-level election will be completely based on postulations focusing on economic, sociocultural, and environmental development.
  2. The voters will be guaranteed through constitutional provision the right to recall their elected representatives, to reject the inappropriate matters implemented by the state, and to present alternatives
  3. By law, the representatives of parliament from the political parties won’t be allowed to get any appointments in the cabinet and any other bodies of the state with government facilities.
  4. Both party members and independent individuals may be nominated in the cabinet provided that they have knowledge of the originality of the country and have understood the problems of the country. Furthermore, the individual having political as well as overall vision should be working in a particular area as an expert for the last ten years. Most importantly, they should be eligible to become the people’s representatives.

10 To give equal access to all interested individuals to the election and to root out the harmful concept that money is everything individuals won’t be allowed to spend personal amount in the election. There will be a provision that the state will manage the materials to publicize during the election, collective forum, and necessary transportation.

  1. Any party that is not within the limitation of national principal policy and does not have the complete concept of overall aspects won’t be given the status of a political party. Likewise, any party with anti-national thought/concept also won’t get such status. If a party has an individual convicted of any crime or is fighting such a case also won’t get the status of political party. Furthermore, any group without an audit report won’t be registered as a political party. A group should believe that the nation is supreme in theory to get the status of a political party.
  2. There will be an administrative division based on the Koshi River system, Gandaki River system, and Karnali River system. There will be a Bagmati special administrative division also. These regional administrative structures will connect the Himalayas with the Terai.

 

  1. Economic System

Theoretical Assumption

The Model of the economy should be based on the nature and culture of the soil, environmental balance, originality of the country, and the needs of the society. An economy that gives the feeling of peace, satisfaction, and happiness and does not create anguish in human lives is the development. It is an inexhaustible economy. Development does not mean profit and reserve of capital. Neither is it a condition of addressing the luxury for a handful of people. It should be based on the objective of fulfilling the real needs of people. We can fulfil these objectives by mobilizing/managing the natural and human resources available in the country. The economy is the foundation of livelihood, fulfillment of needs, happiness, and prosperity. Wealth alone can not make people happy and prosperous. The way of consuming wealth may provide satisfaction in the lives of people. If we cannot maintain a balanced relationship among production, distribution, and consumption, the economy itself may become the cause of the destruction of people. Despite the availability of technology and unprecedented wealth people are going through extreme disturbance, suffering, and pain.

 

Structure of Economic Development

  1. The structure and plan of economic development will be determined by ensuring some facts like not letting degrade the fertility of the soil, and not disturbing biological interdependence, environmental balance, and the existence of original/native heritages.
  2. A mixed economy will be developed dividing the structure of the economy into the fundamental economy (indigenous resources, native capital, native human resources, and indigenous technology), economy for balance of trade (export-based economy), and import-based economy. In this way, we shall develop a mixed economy.
  3. Industrialization of a country means industrialization of available sources and means in the country. Keeping this fact in mind, the fundamental economy will be developed prioritizing agriculture, water resources, mines, tourism (natural sites, rivers, cultural areas, archaeological sites, historical areas, local originality, animal and plants etc.), forest products (timber, herbal medicine), and human resources.
  4. A policy of upgrading the available resources in the country will be implemented connecting it to human resources, required education, and development of technology. They are directed related to production, construction, and business.
  5. Self-dependence on foodstuffs is a mandatory requirement for prosperity. Keeping this reality in mind, foodstuffs-related productions will be tax-free. For it, the pieces of land will be united and they will be developed into the form of community terrain agriculture.
  6. There will be construction of storehouses throughout the country. There will be a collection of foodstuffs and seeds/saplings and protection and research of original seeds/saplings. Furthermore, other activities like processing, research on dry crops, and connecting the agriculturists with the agriculture university will be conducted.
  7. The concept of regional development in large areas will be implemented considering the climate and landform for better production.
  8. To make a family independent in terms of daily needs (especially foodstuffs) a policy of developing family crops (producing all foodstuffs needed for a family in the kitchen garden) will be implemented.
  9. The responsibility of protecting of forest will be given to the community to make the forest an attractive place for animals and birds.

According to the policy implemented state will provide economic and technical support, conduct study and research on ayurvedic medicine-based herbs, establish educational institutions required for production, and produce biogas and dry grass from the weeds.

  1. Nepal is a very much favourable land for keeping birds and animals. We have diverse forms of geography, weather, birds, and animals not found anywhere in the world, climate, and resources for feeding. This occupation will be run throughout the country from Mechi to Mahakali and from Terai to the Himalayas.
  2. All land, except for agricultural land, will be declared as forest area. There will be a policy of running appropriate forest agriculture compulsorily in slope lands of more than 40 degrees, on both river banks (double the area of the river width), and in all public lands. Apart from forest agriculture, there will be medicinal herbs gardening in the areas of national parks. Measures to stop desertification and landslides will be implemented. There will be a policy of exporting timber and developing furniture and tourism industries. Construction of roads within 25 kilometres from the borders of national parks will be banned and 23 percent of land from the Himalayan areas will be national parks.
  3. All landforms throughout the country are appropriate for fruits of many types. Weather is also favourable for it. These areas will be converted into pocket areas for producing fruits in large quantities. A policy of creating a very good employment opportunity around these areas will be implemented.
  4. Labour will be made compulsory for all citizens because doing labour and practicing an occupation are the rights of citizens. Based on this assumption labour and occupation will be specialized allowing an individual to do one type of work, occupation or labour alone.
  5. Priority will be given to electricity generation to lift dependence on petroleum fuels.

 

  1. Social/Cultural System

Society is a totality of the relationships among the people developed by their needs. Society is a multifaceted form of human relationships. People live in different situations in the society. The people of Nepal live in the situations of Himalayas, hills, and terai. People have different customs, behaviours, and habits due to various factors like climate, landform, natural resources, and physical structures of people. When a large number of people assimilate these customs, behaviours, and habits and express them collectively it forms a culture. Fairs, jatras, festivals, and celebrations are the several forms of culture.

Nepal is a multicultural and multilingual country. All cultures here are specific in themselves. This specific nature is the identity of cultures. It is essential to develop a complete system following the policy of preserving and connecting all specific identities including civilizations, cultures, languages, norms and values, and customs available in the country. The totality of cultures is a society and the legal form of society is a state. Therefore, Trimool Nepal is clear and committed to the fact that a state system cannot be complete without developing a social and cultural system that includes the national essence.

While talking about culture, we need to give attention to several forms of it. One form of culture will be of spiritual type. Morality, etiquette, habits, meditation, thinking, yoga, pooja, etc. are the forms of spiritual culture. Manmade arts and crafts, technology, means of production, temples, buildings, ships, urban lives, etc. are included in the material culture. When both of these aspects take social form they may convert in the form of fairs, jatras, and festivals.

If a culture developed in this way is not developed in the form of biosocial culture it can be destructive. If the spiritual and material culture developed by people are not in balance with all creations in nature it may be destructive. Therefore, we have to emphasize the development of bio-social culture, which is the real culture.

  1. For the protection and development of diverse languages and cultures priorities will be given to the entry of local mother tongues to the Nepali dictionary and the entry of English and Hindi words will be discouraged. All mother tongues which are in the written form will be connected to the computer system and universities will be opened to study and research several civilizations, cultures, and languages in the country.
  2. Mother tongue is the most reliable medium to outburst the talent and capacity of people to make them able. Therefore, teaching/learning in the mother tongue throughout the country will be made mandatory to develop the environment of making Nepali people capable.
  3. For the prime purpose of preserving and developing ancient woodcrafts, drawing, stone art, metal art, clay craft, and technical arts required education, skills, and training will be managed to spread the identity of Nepal throughout the globe.
  4. To protect, promote, and develop the spiritual and material cultures developed by the civilization the policy won’t allow to destroy them using modern material objects/tools. No one can misuse and destroy them for money.
  5. Sites with cultural heritages will be transformed into cultural cities/villages making necessary arrangements for local traditional food, dress, bands, dance, language, and formation of settlements in their original form.
  6. All cultures in Nepal are our heritage. We are committed that the aggregate form of all of them is the nation. The policy of coexistence, cooperation, and coordination will be implemented among the specific cultural identities.
  7. Policies and plans will be formulated for the regeneration and further development of original customs and cultures, prevailing from ancient times, that are disappearing and being victims of foreign attacks.
  8. Any foreign customs, cultures, and practices won’t be allowed to encroach/attack and negatively influence our original customs, cultures, and lifestyles.
  9. A cultural course of action will be formulated to protect and encourage native customs and cultures based on the balanced relationship between bio and material situations.
  10. Guthi culture prevailing in the Kathmandu valley from ancient times in institutional form is a unique model of social relationship. It is the backbone of all cultures in the country. It will be made independent to form cultural policies and plans and implement them when the state monitors them. If the state needs to form any rules/laws, it will be mandatory to get prior permission from the Guthis and a similar type of independence will be guaranteed to the Guthis outside the Kathmandu Valley and the policy will ensure that their property will be used in social service.

 

  1. Spiritual/Moral System

With the spiritual/moral system concepts like sensitivity, emotion, and etiquette are connected. It is the most important aspect of social life. Society is a spiritual and moral situation rather than a material situation. Because a society is a product of values and following them a natural human being transforms into a social being. Therefore, people have to perform certain duties. Not only this but also, the feeling is connected to any living being with birth, therefore it cannot live unconditionally with feelings and emotions. It is the nature-gifted character of all living beings.

The spiritual/Moral system is the principal foundation for making people disciplined, decent, and dutiful. It is related to pity, charity, and goodwill. Purity of soul, humility, and transparency are the principal characteristic features of it. Today’s thinking is materialistic and consumerist, therefore, people are becoming immoral, consumerist, cruel, and selfish. This is the reason why crimes are increasing and the feeling of responsibility is dying. To tackle this problem the state should develop a spiritual/moral system as an inseparable part of it. The spiritual/moral system is the principal foundation to bring balance to material life.

  1. To keep society within the limitation of morality, respect, and emotional unity a policy will be formulated where all children of less than 18 years of age will be taken care of by their parents, and parents whose age is more than 60 years will be taken care by the children compulsorily. A system will be developed where property will be transferred to the other body (heir) based on the will of the owner.
  2. The interests, desires, aspirations, feelings, and needs of physically and mentally weaker people, differently able people, destitute people, and helpless people also are similar to those of other normal people. Keeping this fact in mind, they will be provided with a separate identity card and the responsibility of the state, society, and individuals towards them will be defined as a duty.
  3. A curriculum to develop spiritual and moral character will be designed, as an inseparable part of the education system, to make people responsible to humanity, country, society, and family, to show the impact of spiritual/moral life on the health of human beings, and to free people from criminal thoughts and habits.

 

  1. Environmental System

It is essential to develop an environmental system for the health and balanced life of people. The question here is how to check the ongoing imbalance between the root elements in nature and living beings. If we disturb the interdependence between the material (physical) elements and living beings, a crisis will be created for all. Because both of these elements play a vital role in the continuity of each other’s lives. The imbalance between these two may create problems like climate change, ozone layer depletion, global warming, no rainfall, partial rainfall production of poisonous foodstuffs, lack of water sources in the Himalayas and underground, increment of water level in the ocean, loss of animals and birds, and increment of diseases.

 

We did not have these problems in the world a hundred years ago. These problems are created due to industrialization and the development of technology in the world. Without considering environmental balance, and with the greed of making maximum profit, people are exploiting the natural resources and means extremely and unfairly. These problems are created due to the ongoing attacks on nature’s regeneration capacity. It is the bad result brought by consumerist and capitalist thoughts. Trimool Nepal is clear on this matter and committed to forming the policy on production, development, and construction, paying attention to the problems created by environmental imbalance, thud not disturbing the environmental balance. Part C: Political Report

 

 


Chapter One Some Deceptive Concepts


 

Constituent Assembly

Though the meaning of the term is good, the slogan of the constituent assembly from the year 2007 BS was not raised with the good intention of forming the constitution of Nepal from the hands of Nepali people. There was a grave influence of the Nepali Congress in Nepali politics in 2007 BS. It was working in the capacity of a sister organization of the Indian Congress. Indian powers had made King Tribhuvan announce the election of a constituent assembly thinking that they would be able to decide anything of their interest through the constituent assembly using the influence of Nepali Congress.

 

However, the situation in Nepal could not be developed in the manner the Indian authority expected. The election of the constituent assembly could not take place due to sharp opposition against Congress, a power struggle within the Congress party, and the increasing influence of King Mahendra after the death of King Tribhuvan. For the next 29 years, during the Panchayat Era, the influence of India was weaker. We have had remarkable changes in the power equation of Nepal after 2047 BS.

 

It seems that Indian authorities made the power, they were using was influential in Nepal, raising the issue of constituent assembly. India never raised this issue when its influence was weak in the domestic politics of Nepal. A solid example of it is the time after the end of the Panchayat Era in the year 2047 BS. When they noticed that it was difficult to have the election of the constituent assembly in their favourable time, they used Puspa Kamal Dahal and Baburam Bhattarai to create a favourable situation for it.

 

There was one difference in the issue raised in the constituent assembly in the year 2007 BS and the constituent assembly raised by Maoists. In the former, there was solely an Indian issue raised, whereas in the latter Indo-West (common) issue was raised.  Foreigners became successful in conducting the election of constituent assembly as a condition of Maoists, they could not achieve the output of their interest due to grave changes that arrived in the domestic politics of Nepal, particularly, in terms of foreign power balance.

 

We cannot find the inherent objective of any incident, subject matter, or slogan in the words. Word is only a sound, that is pronounced outwardly. We have to grasp the intended meaning to understand the objective. The intended meaning is the real meaning. To understand it, we need to understand the background and development of any event, subject matter, and slogan. Who is the leader behind it? in what circumstances did it burst? And what kind of situation has been created to execute it?

 

The meaning of the Nepali term ‘Mandal’ is a group. Simply speaking a member of such a group is called ‘Mandale’. After the misconducts committed by the students’ union supported by the followers of the Panchayat System during 2035-2036 BS, the term ‘Mandale’ started giving several meanings. Therefore, background, leadership, circumstances of origin, and the actual situation may cause a change in the intended meaning of a word. If we try to understand the background of the Constituent Assembly, we understand very clearly that it was raised with the conspiracy to destroy Nepal and not to write people’s constitution.

 

State Restructuring

It is a matter of common understanding that the concept of state comprises of economic, political, social, cultural, and moral systems. All aspects including the political parties, bureaucracy, defense, education, health, and foreign affairs are the organs of the state. But the question is whether the attempts of restructuring were made in all these areas or not. This matter clarifies the objective of restructuring. The real intention of foreign brokers becomes crystal clear during the execution phase.

 

In the plea of state restructure the foreign brokers intervened in three areas. The first area is the history of Nepal. They attacked Prithivi Narayan Shah and the whole process of reunification to disintegrate the history of Nepal. They defined the reunification as the expansion of the Gorkha empire and they ran the campaign of breaking the statues of Prithivi Narayan Shah. With the plan of disintegrating Nepal, they raised the voice of a multination state.

 

After history, the other target of restructuring is the geography of Nepal. This issue of disintegrating geography was raised from the historical era in the guise of caste-based, regional, religious, and lingual density to institutionalize disintegration. Therefore, they are raising the question of self-decision with state restructuring. The third target is the society. They have brought the concept of caste-based states to divide the society painting communal colour.

 

The question of state restructuring was not raised in areas other than these three areas. The concept of state restructuring was raised to change the face of the country but there was not any thinking of restructuring education, health, defense, foreign affairs, corruption, party system, unequal treaties, and understandings. Because this issue was not raised with the thought of restructuring the regressive state system. Its objective was to destroy some pillars of the country and to institutionalize the process of disintegration.

 

Nation and Multi Nation

The integrated common psychology comprising the concrete lifestyle of citizens living in a sovereign land is called a nation. There are three fundamental elements of a nation namely sovereign and independent geography, integrated society, and systematic state system. These three elements are the common representative elements of all citizens living in the nation. Similarly, specific civilizations, cultures, languages, and lifestyles prevailing in the society are priceless heritages of the nation. A nation is a metal whereas the diversities within it are jewelry

 

The nations developed in the eastern civilization, including Nepal, are citizen nations because there was no supreme role of any special caste. In its building, there is the respectable and equal contribution of all individuals, institutions, and communities. Since these nations are built in this kind of coordination, the nations in the Eastern civilization are called the citizen nations. Therefore, none of the nations in the Eastern civilization are given their names based on any community.

 

But the development of the nations in the Western civilization is just the opposite of it. They regarded a community with similar religion, language, culture, and lifestyle as a nation, therefore, they are caste-based nations. That is the main reason why caste-based names are given to the European nations. European nations were built through the process of caste-based wars, or they were united by a particular caste. Most of the big wars in the world took place in Europe. The main reason behind this is the malicious feeling of prohibiting a particular caste, connecting the issues to the process of nation-building.

 

Therefore, Western countries are multi nation-states. Westerners are using these destructive, prohibitive, intolerable principles as political weapons to fulfil their interest in disintegrating their competitive nations or other weak nations. We have forgotten all of our development process getting educated from the education system imposed by their influence all over the world. They are attempting to play with this weakness of ours.

 

Foreign imperialists have made their handful of agents raise the issue of multi-nation states in Nepal. It is directly connected to the geopolitics of the country. Their purpose is to disintegrate Nepal to impose their principle here. Some of them want to integrate some of the disintegrated parts of Nepal into their land and others have the plan of launching a free Tibet war, developing the remaining disintegrated part as a nation of their complete influence. The citizenship act based on ‘citizenships by birth’ is an inseparable part of the imperialistic hypothesis of a multi-nation state.

 

Federalism

The political practice of federalism was started as a theory of aligning together with an agreement including the right of self-decision, to get separated voluntarily in their desired time. However, it is an alliance of more than one independent unit. It has nothing to do with the units under a unitary nation.

The voice of federalism in Nepal, raised by the Indo-West imperialists after 2063 BS is centred on establishing the entirely wrong concept that Nepal is not a nation, rather it is an alliance of many independent nations.

 

Any political unit regarded as a nation is sovereign. Sovereign nations are free to make any decisions. If we take Nepal as a multi-nation state, the so-called nations within it can have a right to get separated in their will. The intended meaning of both federalism and multi-nation state is the same. The imperialists attempted to connect the federalism of Nepal to a multi-nation state with the conspiracy of disintegrating Nepal. There is no debate in this fact.

 

Secularism

There is nothing like absolute in the universe. This term is used to denote this term is not in existence, and it won’t be, or it is infinitive or unlimited. Infinitive or unlimited does not have any other meanings. It is called absolute in English. The English term secular does not mean absolute. English dictionary clarifies that secular means nonreligious or indifferent to any religious matters.

 

First, it is wrong to define the term secular as absolute. Second, since there is nothing like absolute how can a state become absolute? State is a structure standing on the foundation of societies and society is the aggregate of economic, political, cultural, and moral values. No states have been formed beyond this limitation, nor can we imagine it in the future. A state is a value-laden relative structure.

 

We should try to find the ill intention behind secularism in the misinterpretation of the term. This issue was raised in Europe in the 16th century as a political campaign. When the protestants were fighting against the catholic rule, the protestants raised this issue. At that time there were Catholic Christian religious states throughout Europe. To establish their influence by dismissing the Catholics, the Protestants raised the issue of separating the state from religion. Western imperialists launched this dangerous plan of creating a space to play a role for them with the wrong interpretation of the term secularism, preventing the people from speaking on religious-cultural matters in the weak countries. Their double standard is understandable in the manner they touch the Bible or go to the church while taking oath as state/government chief, and make the weaker states announce secularism for encroaching on them.

 

Right of Self-Decision

The issue of the right of self-decision is an inseparable part of federalism. This issue has never been raised out of federalism in the history of the globe. The right to self-decision means freedom to make any decisions of one’s choice. We have to oppose this issue, intended to disintegrate Nepal, strongly.

 

Dharma (Religion)

The meaning of the term Dharma is to perform the duty according to what s/he is holding or following. It is called nature-gifted behaviour or character, which is innate and infinitive. The Dharma of the sun according to its nature is to give heat and light and the religion of fire is to burn. Likewise, the Dharma of people according to their nature is charity. Dharma is not a creation and opinion of any individual, therefore, it has nothing to do with any community or creed.

 

Dharma is not synonymous with the English term religion. Religion means community or creed. Religion is a system developed to practice dharma, which is based on the opinions of any founder of it. The opinions based on such methods and systems create communities. Communities are a kind of organizations, which oppose and prohibit others’ methods and systems. Vedic, Boudha, Jain, Christian, Islam, Hindu, etc. communities or creeds based on the pooja system.

 

Dharma is completely a matter of individual duty whereas communality is not an individual aspect. Christianity is an opinion developed in Western society all of a sudden destroying the other ancient civilizations like pagan and extended far and wide. Therefore, the Westerners took community as a Dharma and named it a religion. Therefore, there is not a word in English literature to express Dharma. Influenced by the wealth and power of Westerners we translated Dharma as religion wrongly.

 

Custom and Culture

Rituals practiced by people from birth to death, which are inherited from the ancestors are called customs. Customs are performed individually. When the custom is practiced by a large number of people in the society and starts demonstrated as celebrations, it becomes culture. Customs are means to make people disciplined, civilized, and well-cultured, whereas culture is the expression of social unity. A collective form of customs is culture. But culture does not have only one mode because they are not developed from customs alone.

 

Especially there are three types of cultures namely spiritual, material, and moral cultures. Practices like prayer, bhajan, Jatra, festivals, fairs, and celebrations are included in moral cultures. Arts and crafts developed by people, urban lives, physical infrastructures, and technology are parts of material cultures. Etiquette, discipline, humility, and obedience are under moral cultures. Cultures and customs are not of similar typed in forms but the origin of their essence is the same.

 

Rights and Duties

Society means a relationship among people, which is of a particular type and based on common values. Society does not run in the will of an individual rather it runs by collective values. Therefore, society is not right rather it is duty-based. In society, an individual must follow the duties. As a member of the society, it is difficult for an individual to work against the interest of the society. An individual can not fulful all needs, s/he has to fulfil those needs in the reciprocal relationship among other people. Therefore, duty is first, and right is second for social people.

 

Individual Freedom

Individual freedom is relative to society. Individual freedom is not above the freedom of other people and society. Individual-centric freedom in absolute terms may invite anarchy. The thinking of giving rights to an individual as a sovereign unit is the Western consumerist thought. The slogan of individual freedom, to deform the collective institutions like society and family and to make the individual a consumerist in the marketplace, is raised as a neo-liberal plan.

 

Identity

All materials, animals, and plants are unique. In terms of nature, quality, and characteristic features all of them are different from each other. This uniqueness is their identity. Every individual is specific. Each plant is specific. Each culture is specific and each material is specific. There is nothing in the world without a specific identity. All cultures in the society have a specific identity. All these specific identities are the valuable jewelry of the nation.

 

However, the meaning of identity raised in the broker politics of Nepal by the foreign brokers is different. They have raised the concept of identity in the form of a parallel nation. Western imperialistic powers present social, cultural, geographical, and lingual identities as parallel to the identity of the nation. it is the assumption created by their civilization. Unlike ours, which is coordinating, their identity is prohibitive. The issue of identity raised in Nepal is motivated by western thought. It is the disintegrating expression raised by the imperialists. In essence, it does not have any meaning or relevance in Nepal.

 

The World System

All material things and living beings in nature are unique and specific. Human-made social cultures are unique. Natural and social situations in different places are also specific. Specialty means having originality that is different from others. But the meaning of such things may be different for different people. In the plea for the same system for all, the slogan of the world system is raised by the Western imperialists to loot and destroy the sovereignty of weak countries. There cannot be any system that can bind all countries in terms of method, system, policy, rules, and values.

 

Chapter Two: Misinterpretations of History

The history of political parties and the events connected to them are misinterpreted. We need to study the development process, the situation created by it, and the output of any event to say for sure whether the event is justifiable or not. In the 40-year rule of political parties, we have heard nonsense like democratic revolution, lokatantrik revolution, and revolutionary war. During their rule some irrelevant, undecisive, and horrible events took place namely the Dasdhunga murder case, the royal palace massacre, and the Maoist war; in this war, some 17 thousand Nepali people were killed. Naked events went unhindered during this period like politicizing the state system based on political parties and institutionalization of loot.

 

Many such events were praised connecting them to the nation and people. In opposition to these claims, we have a completely negative outcome. It means we could not study the events correctly, nor could we guess the intentions of such events. As a result, there is a huge confusion among the Nepali People. We need to study such events in history and form an appropriate concept based on the country and present condition of Nepali citizens.

 

So-called Political Changes

There are similar features of all revolutions in Nepal launched in the guise of democracy or Loktantra. When the foreign powers faced obstacles to launching their interest pushed the political parties in the revolution for so-called freedom. In this manner, they have been able to undo the knot in front of them. They presented the outcomes of such events as great achievements and pushed the Nepali people into a circle of confusion. In essence, their objective was to undo the knots of problems for foreigners.

The governments of several forms and colours after 2007 BS centred on crimes like selling citizens to foreigners, selling resources and means, looting in collaboration with foreigners, selling the economy, making foreigners encroach our land, murdering the patriots in foreign plans, and selling information. When we see the results, in comparison to the previous ones, the latest events are more catalysts to crisis. The main reason behind it is the pivot of revolution is not within the country. Commonly, whoever designs the revolution will be benefitted.

 

So-called Delhi Agreement ( 2007 BS)

After the rise of the Neharu class in India, it was very difficult for them to fufil their interest through Ranas because Ranas’ legacy was connected to Britishers. Therefore, Neharu instructed Mohan Shumsher to include Nepali Congress also in the government because Congress was favourable for India. Needless to say, the Nepali Congress was born in India and is being used for India. Though it was called the Delhi Agreement, there was no three-party talk/agreement among Neharu, Ranas, and Nepali Congress. It would be easier to continue the neo-colonial slavery in Nepal. Nepali people were illuded for getting democracy. Many activities took place between 2007 to 2017 BS in favor of India like giving citizenships to Indians, selling the rivers like Koshi and Gandaki, keeping 18 Indian military check posts in northern districts of Nepal, Indian Ambassadors presenting the agendas in the cabinets of Nepal, keeping Indians as advisors of the king, and not letting Nepal be the member of the UN.

 

So-called Multi-Party Democracy (2047 BS)

The economic blockade imposed by India in 2045/46 BS could not bring King Birendra in size. The joint party-based revolution of 2046 BS started in open support of India, as about half a dozen Indian leaders including Subramaniam Swami and MK Akabar under the leadership of Chandra Shekhar came to Kathmandu and called the parties to revolt against the king. Indian interests in terms of citizenship, security, foreign policy, electricity, trmany

ade, etc. could not addressed by King Birendra. It means they would take over the power from the king and hand over it to the parties making them work in favour of their agenda.

Many bayonet events like the destruction of the national economy, giving citizenship to Indians illegally, the Dasdhunga murder case, the start of party-based institutional loot, the Maoist war, the Royal Palace massacre, etc. the foundation of the revolution of 2047 BS. The foreign powers dictated the 12-point agreement when the traitors rose from the foreign interest after 2047 BS were influential. The 12-point agreement is a criminal agreement that would challenge the existence of Nepal. The present picture of Nepal is a good example of where we go as a result of the revolution done for others.

 

The Dasdhunga Murder Case (Jestha 3, 2050 BS)

The fundamental objective of the Dasdhunga murder case, where Madan Bhandari and Jibaraj Ashrit were killed, was to push the then Nepal Communist Party to the control of foreign powers converting it NGO-based. It is now crystal clear. The main cause of it was to close all the ways that could resist the forthcoming events with foreign interests. Theoretically left ideology opposes imperialism and colonialism. The then Nepal Communist Party under the leadership of Madan Bhandari would not be free from this ideological hangover. The royal massacre that took place eight years later justifies the fact that the imperialists had to capture the Nepal Communist Party.

After the Royal massacre, the NCP (UML) rejected to be a member of the finding committee. Nor did this party take any actions against the conspiracy of the massacre. NCP(UML) itself hid the finding report of the Dasdhunga murder case. All these facts clarify that there was a long-term foreign strategy behind the Dasdhunga murder case. If we analyze the Maoist war keeping in mind the fact that main Maoist leaders were working according to the foreign plan from the beginning, we can very easily understand the fact why the Maoist war touched the sky within a short time. Nepali Congress was already like a faction of foreign powers and the NCP (UML) was the only influential leftist force. to prevent the possible resistance from that party Madan Bhandari and Jibaraj Ashrit were made victims.

 

Maoist War (2052-2062 BS)

After keeping the economic and political system of the country in their control through the Nepali Congress and NCP (UML), society foreign powers focused their eyes directly on the Nepali Society. Society is the relationship among the people developed due to their needs. So long as the society is sound it will be difficult to disturb the state system. To bring any kind of internal disturbance within a country one needs to disintegrate the society. The foreigners organized the Maoist war mainly focusing on the strategy of bringing unrest in the Nepali society through disintegration, and pushing the country in the direction of conflict and anarchy.

On the one hand, Maoists made their attack on civilization, culture, customs, and social values speedy to disturb the social structures and relationships, and on the other hand, they forwarded the strategy of making class-based issues weaker changing the left politics into the colour of casteism. Its main objective in the political area was to build a foundation for disintegrating the power centers of the state. The wide expansion of the network of foreign missionaries behind the Maoists’ bullets, the weakening of the relevance of class-based revolution, and the royal palace massacre are the byproducts of the Moist War.

It became possible for the political parties to advance the anti-Nepal missions after the 12-point understanding through the disturbance of social relationships with the communal campaign, creating the situation of secularism attacking the culture, and deforming the state cetres through the royal palace massacre. All broker parties are responsible for the situation created after 2063 BS, however, Maoist force is the one used in the plan. The Maoist war was prepared in the foundation of the decline of the Nepali Congress and NCP (UML) and all these three powers were the illegitimate origins of the same power centre.

 

The Royal Palace Massacre (19 Jestha, 2058 BS)

Before the royal palace massacre, the palace was working as the centre of state power. The power centre of the state means the main pillar of a building.it is taken as a pivot. It was impossible to push Nepal into fluidity and anarchy and make murderers powerful in the state powers without disrupting state power. The Maoist war was one of the important issues connected to the royal palace massacre among others like political, economic, social, cultural, commercial, and security issues.

 

It has been already discussed that the revolution of the year 2046 BS was launched in the direct call of Indians. The Indian plan at that time also was to fall the palace forever. King Birendra had understood this plan of India well. To foil the Indian game started in the guise of multi-party democracy, King Birendra called the representatives of the Nepali Congress and NCP (UML) at midnight of 26 Chaitra, 2046, and declared a Multi-Party system.

After several failures, the foreign elements organized the war under the leadership of Pushpa Kamal Dahal and Baburam Bhattarai. The fact that King Birendra had already taken the initiative to find the solution to the war is crystal clear. The foreign powers who had made the plan of the war were suspicious that the solution, as it happened in the year 2046 BS, could be found in the initiatives of King Birendra. Therefore, the foreign idea of not letting King Birendra play in the solution of the Maoist war is also connected to the royal palace massacre.

 

So-called 12-point Understanding (7 Mangsir, 2062 BS)

There were two fundamental objectives in the initiative for power as a common strategy of Indo-West and the 12-point understanding that took place in India. The first one was to transfer the state power centre, which was disintegrated after the palace massacre and the second was to forward a plan to disintegrate Nepal keeping Maoists and parliamentary parties aligned. For this purpose, they had made a secret agreement in terms of republic, federalism, secularism, and giving citizenship to foreigners, which was kept secret until the political parties achieved power.

 

The essence of the 12-point agreement was to destroy the sovereign existence of Nepal and to hand over the sensitive geo-political situation to the control of Indo-West imperialistic powers. Therefore, when the political parties reached power started to implement the previously hidden issues mentioned in the 12-point agreement. This criminal development should be taken as a meeting point of two types of developmental processes. First, it was the climax point of the neo-colonial era that started with the Sugauli Treaty because it handed over the state power centre to the hands of foreigners. Second, this event was the starting point of Nepal’s disintegration.

 

So-Called Democratic Revolution (2062/2063 BS)

Now it is not essential to discuss the objective of the so-called democratic (Lokatantrik) revolution of the year 2062/2063 BS. Its main strategy was to disintegrate Nepal. It is further clear that the issues that they wanted to institutionalize in the plan of disintegrating Nepal were federalism, secularism, citizenship by birth, and republicanism. In the foundation of these issues, to create the background for disintegrating the history, society, and geography of Nepal, they attempted to create a communal environment, attack the contact language, and defame the heroes who played vital during nation-building.

 

After they formed the so-called democratic (Lokatantrik)  government they made an act to give citizenship to foreigners. Based on this act they raised the issues of federalism, multi-nation states, election constituencies based on equal population, and one terai one state. With the misinterpretation of taking casteism, religion, language, and region as parallel nations, they attempted to divide Nepal into dozens of pieces. The situation after the promulgation of the constitution of Nepal it became crystal clear that the objective of  the so-called democratic (Lokatantrik) revolution and the government established by it was not to promulgate the constitution of Nepal through the constituent assembly elected by the people.

 


Chapter Three:  Geopolitical Crisis


 

Dimensions of the Crisis of Nepal

Nepal is in the stage of crisis now. The crisis is an unusual situation. In such a situation the foundation of the state system is skinning and badly unfunctional. And constitution, rules, and regulations stop working process-wise, or no one follows them. Arbitrariness, anarchy, and impunity will be all-powerful. When the state system bumps into the country’s originality, citizens’ needs, national interest, and social situation, then a simple problem converts into a big issue.

 

Usually problem means a defect seen in any one organ of the state system, which can be solved through the process of reform. It can be taken as an obstacle on the way. But in the case of crisis, the foundation will be shaking. Reform does not work here. Therefore, it requires transformation to solve the problem. The crisis created due to the disintegration of the state system means the failure of accepted thoughts, concepts, and principal values.

 

When the state system fails and falls into crisis it becomes a national crisis. A national crisis is a crisis of existence. When the foundation of a state system is shaking all pillars to burden the existence of the nation may break. In such a situation there is the danger of encroachment of foreigners, breakout of civil war, and change of country’s map. It is essential to study the crisis in Nepal from these all perspectives and find out the causes.

 

Nepal’s crisis is an imported one. It is the crisis imposed due to the interest of foreign powers and it is shaking from the root. Therefore, it has taken the form of a national crisis. The objective of the crisis is to make Nepal a failed state and create an environment of foreign intervention, or to disintegrate it. especially it has been expressed from political, economic, social, cultural, humanitarian, and moral dimensions. It is essential to study the sources, causes, and objectives minutely that are connected to the dimensions of crisis.

 

  1. Sources of Crisis

A source is an origin. The origin of a problem is always internal. Any cause plays its role in stepping on the source. We have to be clear about the difference between the source and the cause. A source is an origin where there is a seed of the origin of anything. From the source, something begins. But the cause is not that type of element, objectives are connected to it. ovary is the source of life but the cause of the birth of any animal is sexual relationship and the objective of sexual relation is reproduction.

 

There are both internal and external causes of the origin of anything. In normal circumstances, internal causes function in the origin of any subject matter or event. But when internal causes become unfunctional then external causes become decisive in the origin of any event. The internal cause was decisive in the war of Iran. The attack in Iraq by Western powers was based on the external interest in the oil in the gulf and opposition to Islam civilization.

 

The causes of Nepal’s crisis are not within Nepal. There is no doubt on the fact that this crisis was created due to the interest of foreign powers. But the sources to activate these causes are within Nepal, one can make Nepal unstable by playing with them.  If we can identify those sources used by the foreign powers to create a crisis in Nepal, we can find out the solution. Therefore, the discussion of the sources of the crisis in Nepal is very important to find out their solutions.

 

  1. Land Situation (Situation of the Country)

The situation of the land is one of the sources of the crisis. On the one hand, Nepal is a landlocked country, on the other hand, both neighbours India and China are permanent competitors and enemy countries to each other. There is a long-term border debate between both of them. India, which borders Nepal from their directions, has a complex psychology of not accepting the neighbours. Because of this ill thought of Indian authorities Nepal is not getting access to the ocean, which the landlocked countries have a right.

 

After China rose as super-power in the world the play of Westerners in the geopolitics of Nepal is increasing a lot. They are attempting to free Tibet activities from here playing with the geopolitics with a strategy of making China weaker. The land situation of Nepal is the main source of crisis here because the northern border of Nepal is attached to Tibet, the easier passes to Tibet are from Nepal alone, there are thousands of Tibetan refugees in Nepal, and Tibet is the target of Westerners.

 

  1. Principle of Prohibition and Power Supremacy

The assumption of prohibition and power supremacy that prevails in the broker’s political ideology and thought is another important source of the present crisis. The assumption of prohibition in the party system here has been made a principle. In a deceitful language, it is called competition but in essence, it means prohibition, not collaborating with others but making a profit by pulling the legs of others. There is no existence of collaboration, coordination, and unity in this prohibitory ideology. Due to the lack of collaborative and coordinating values in all areas like political, economic, social, cultural, and moral the country is heading towards decline. The ideology imported from the Western world has institutionalized instability, anarchy, deceitfulness, and selfishness in the party system here.

 

Apart from prohibition, the theory of power supremacy is also connected to the crisis of the country. Achieving power is the ultimate goal in a party system.  With the wrong concept that political power is the supreme power, it is misinterpreted that politics is reaching power. Due to this ill thought, we don’t find an overall vision of the state system in the documents of political parties nor is there space for state, nationality, national interest, society, and issues of people’s lives. The reality that power and authority are means to provide benefits to the country, society, and overall development of citizens, is beyond the party-based political ideology. This is another source of present crisis of the country.

 

 

  1. Backward Consciousness of the Society

The backwardness of Nepali society is another important source present crisis. Many people in the society are weak in consciousness. The level of consciousness of many people is very low. Whoever is relatively more educated or literate is more selfish, opportunist, and unsocial. The level of consciousness of overall society is backward due to poor economic conditions, low social background, development of foreign thought-based schooling tilting to dependency, and development of broker mentality due to neo-colonial foreign-based education system.

 

This has made people blank idealistic, masquerading, formal, selfish, self-centred, power worshiping, sycophant, fatalist, conservative. The anti-Nepal elements are taking advantage of this weakness of Nepali people and playing against Nepal for a long time by propagating illusions among Nepali people. Belief is one of the important characteristic features of a backward society. Due to the lack of analysis such beliefs convert into superstitions. The wrong elements have misused this belief of Nepali people to a great extent.

 

  1. Backward Economy

A backward economy is also a source of the present crisis. A backward economy represents nature-based production, very low production, disqualified human resources, backward technology, poverty, and unequal distribution. this condition of production has affected the social relationship remarkably. People have become fatalists, sycophants, dependent, and power-worshiping due to backward social relationships. Visions, thinking, and trends of people have become very narrow and weak. People have become toys in the hands of others due to poverty. People’s ideas are mostly ad hoc. There is a high chance that wrong elements may use this problem.

 

  1. Open Border

Open border with China is the permanent source of the crisis. It is the main source why Nepal has not become stable and developed. Open border, apart from a reliable means to import all kinds of crimes, is a favourable way of many problems like border encroachment, spying against the country, illegal trade, and anti-Nepal game external elements. Indian power is misusing the open border as a strong weapon to make Nepal unstable, stagnant, and disintegrated.

 

  1. Causes of Crisis

When someone interferes with others with an objective, the same objective becomes the cause of the crisis. There is a reciprocal relationship between cause and effect. Foreign imperialistic powers have interfered with their certain interests. The reason why they interfere is to create a favourable situation for them and get the result of their interest. Therefore, Nepal is unstable. Therefore, it is important to find out the causes present crisis in Nepal and what those prohibited elements want to do. Only then we can guess the solution.

 

Causes could be internal or external. Inter causes are the causes created within the country and external causes are created outside by the foreign powers. Usually, internal causes are decisive. But it may not be the case sometimes. Sometimes, external causes also may become decisive. This situation has two possibilities. First, due to some strategic interest, there may be direct interference from outside. That creates a crisis. The crisis created in Iraq after the American attack is an external cause.

 

The second situation when external causes become decisive is the climax of neocolonial slavery or the situation when external encroachment is uncontrollable. The crisis in Nepal is created by this kind cause. All aforementioned causes after Suguli treaty are responsible for the present crisis in Nepal. Analysis of all external causes and their present situation are the keys to understanding the present crisis.

 

 

Internal Causes

  • Western Non-governmental Organizations

There are some internal causes of crisis in the country. Among them, INGOs mobilized by the Western imperialistic powers are important ones. Such institutions create favourable environment for investors. Their main objective is to help make foreigners grip the weak countries by brainwashing the people and bringing division among people in terms of caste, religion, culture, language, gender, and region.

INGOs are mobilized in the plan of helping foreigners according to the strategic missions of Westerners to destroy the social, familial, and individual values of weak countries, converting people to foreign schooling, looting means and resources, and misusing geopolitics. The problems developed among Nepali people like individual anarchism, family disintegration, social conflict, and dependence developed in the state system are created by these organizations. They played a vital role in making the crisis very serious.

  • Broker State System

The state system in Nepal is developed from the theoretical assumption of brokering for foreign powers. The Sugauli treaty had created such a situation. After the Sugauli treaty, the state system is developed in such a manner that it could not function out of the norms and values of imperialists. Hundreds of inequal and humiliating bilateral and multilateral treaties and agreements signed after the Sugauli treaty have kept the state system in control of its network. It has been converted into the broker system. Therefore, the state is not in a position to make any decision independently. This is one of the important causes of the crisis.

  • Broker character of the Political parties

This is the important internal cause of the present crisis. The ultimate goal of political parties is to achieve power but the power is in the hands of foreigners. The political parties are compelled to broker for the foreign powers to reach authority. They cannot remain in power unless they give priority to the foreign interests. Only the people who fight to make the interest of the country, society, and citizens the supreme one, can break this vicious circle. We cannot imagine it from those who believe that the chair is all in all. Therefore, the political parties could not include nation, nationality, and development in their agenda.

  • Makale Education System

The Makale education system started in the year 2028 BS destroyed everything. It is an important internal cause of the present crisis. It is based on Makale’s report presented in the British parliament in 1835, as a plan to make a country, running with original civilization, culture, and morality, a colony. The report reads: “ I have travelled the length and width of India and have yet to encounter a beggar or thief. I believe we will never conquer this country unless we break the very backbone of this nation, which is her spiritual and cultural heritage. So I propose that we replace the old education system and culture. If Indians believe that all foreign and English is good and greater than their own, they will lose their self-esteem, their national identity”.

 

As a result of this education system, the new generation in the country is getting disoriented from moral values like nation, society, family, dutifulness, charity, and etiquette. They have become extreme consumerists and losing their originality in the name of modernization. They hate our own country but love the foreign country and giving up our original lifestyle. The foreigners are using the human resources developed from the same schooling to attack our original thoughts, ideas, values, lifestyles, and geopolitics. It is the greatest internal cause of the present crisis.

 

  • Situational Causes

 (i) Importation

All importations including visions, ideologies, norms and values, concepts, and lifestyles are situational causes of the present crisis in Nepal. The state system here has been attacking the originalities of all walks of life. All values and concepts like to run the state are external carbon copies. They did not even attempt to modify those importations to adjust our situation.

 

Since we mechanically imported everything it is usual that that we fell into the crisis. Therefore, there is a grave decline in originality, morality, responsibility, patriotism, self-respect, and social feelings. Prohibition, parallel multi-centers, communality, individualism, consumerism, and disrespect are the products of the same importation. Now people talk about their rights alone in Nepal. Not a single individual, institution, or group thinks about duty. It is the result of foreign-based schooling.

 

(ii) Neocolonial Relations

The situations of Bilateral and multilateral treaties and agreements with other countries and international organizations are the important causes of the present crisis. The powerful party in the treaty and agreement imposes unequal and humiliating conditions. As a result, the weak countries cannot make any major decisions independently. The Sugauli Treaty, the so-called friendly treaty of 1950 with India, Koshi, Gandaki, and Mahakali treaties, and trade and tariff treaties with India are some examples, which have created neocolonial relations.

 

The agreements with several companies and organizations like multi-national banks, the Monetary Fund, the World Trade Organization, the International Labour Organization, United Nations Human Rights Council have compelled Nepal to work in their conditions. Problems like instability of the country, lack of economic development, increment of communality, home for people with anti-Nepal mentality, destruction of Nepal’s originality, increment of poverty and trade deficit, decline in sovereignty and national psychology, and lack of grip in own sources and means are caused by these treaties and understandings.

 

(iii) Transported State System

The system imported in the year 2007 BS was transferred from outside. The Western powers have transferred the systems developed in their context, which was suitable for them to weak countries like Nepal in a deceitful manner with a plea for freedom. To escape from the increasing revolt in their colonies after the Second World War Western Imperialists had attempted to transfer the power to their trusted brokers to protect their interests. The Britishers had followed the same strategy in India.

Whichever strategy Britishers followed in India, Jawaharlal Nehru applied the same strategy in Nepal. He had compelled Mohan Shumsher to include the Nepali Congress in the cabinet. He had transferred the same system in the cover of democracy. The change in the state system in the year 2007 BS was not the result of any revolution, rather it was dowery gifted by Neharu to fulfill the Indian interest in Nepal. There was no space for the country, patriotism, Nepali, and Nepali originality in it, therefore, it became the cause of the collapse of Nepal.

  • International Power Struggle

Another situational external cause of the present crisis in Nepal is the international power struggle connected to the geopolitics of Nepal. The Geopolitics of Nepal has become so important now Western countries, India, and China are struggling very hard for it. If there is a power balance in favour of one of the three parties, the other two parties may face a big challenge. There is worldwide polarization between China and America, especially in terms of the geopolitics of Nepal. This situation has made the crisis in Nepal even deeper.

 

  • External Causes

The external causes have played decisive roles in the crisis in Nepal. The main cause of the present crisis is the interference of foreign powers to fulfill their interest. These causes are connected to economic, political, and cultural subject matters. Therefore, the more tricky the worldwide polarization becomes, the denser and more explosive Nepal’s crisis becomes. We need to understand these dynamics well only then we can understand the condition of the country and the possible way out.

 

Three-dimensional Polarization

There is three-dimensional polarization in the world today. This polarization is going on among the countries, among the civilizations and cultures, among the continents, and the international organizations as organized powers. Though we notice variations in terms of organizational structures of polarization, it is three-dimensional in terms of subject. It is centred on economic, political, and cultural forums. Polarizations in these three areas represent most visions, thoughts, and values.

 

In terms of civilization, the polarization is between East and West, in terms of time it is between modernism and a new era, in terms of power centers it is between China and America, it terms of values it is between neo-liberalism and originality, in terms of world power balance it is between Sino-Russia and Euro-America. The crisis in Nepal is one of the tricks of this polarization. We need to study it in detail to understand these dynamics.

 

  • Struggle between the Civilizations and Cultures

The first dimension of this polarization is connected to civilizations and cultures. Asia remains the origin of most modern civilizations including Kirat, Vedic, Boudha, Jain, Islam, and Jews. There is a grave influence of Eastern civilization in the continent of Asia. Therefore, despite murders, violence, and economic temptation, the Westerners could not convert the Asians culturally, nor could they run their colonies here for a long time. Therefore, the Westerners had made a strategy against Eastern civilizations to keep it in their control.

 

Now, including China, many countries in Asia are rising as economic powers and influencing the civilizations and cultures throughout the globe. A strong economy may bring changes in politics and cultures. Wealth is the catalyst for Westerners to influence the political powers and cultures in the world. Now the Western economy is becoming weaker, therefore, their grip on the civilizations and culture is also getting weaker. Asian civilizations have become great challenges to them now.

After the disintegration of the former USSR in the 1990s, declaring that it was the end of the ideological challenge, Westerners made a strategy to make Eastern civilization their target. With this strategy America made Samuel P. Huntington start the debate that the age of ideological war was over, and there would be the struggle of civilization. Immediately after that America attacked Afghanistan, Iraq, Libia, and Siria to destroy the Islamic civilization.

 

They have made a strategy of dividing the Asian civilization among each other and destroying one by one. When they were making the Islamic world of West Asia their target, they took Pakistan and South Arabia to their side in the beginning. Then they took Afghanistan under their control and separated the Islamic civilization in West Asia from the remaining parts of Asia. There was a series of attacks after that.

Apart from Islamic civilization, there are two big civilizations in Asia, namely the Vedic and Boudha civilizations. To divide them into two parts and attack them they are running the campaign of Christianization in the Himalayan ranges from Pakistan to Burma. There is centre of a missionary in Siliguri to cover Nepal on the way to the west Himalayan range and north-east India in the east Himalayan range.

Civilizations and cultures are the pillars of people’s identity. Economic, political, and legal changes may convert the physical ownership, which has a short-term effect. But the cultures created by civilization are the results of the labour of thousands of generations, which becomes human nature. Therefore, economic and political changes cannot change cultures overnight. Economic and political change alone cannot give someone’s identity a permanent shape.

With this reality in mind, the Westerners have given high importance to the attack of Eastern civilization. There is a group of people who follow Christianity with their self-decision. On the other hand, they are using violent weapons, like economic temptation in poverty and brainwashing through the education system. This is the reason why other civilizations have an unfriendly relationship with Western civilization. We may see otherwise in form, this is the main reason for present polarization.

 

  • Struggle for Bazaar Capture

The bazaar is the second dimension of the world crisis. For the last three decades, many countries in Asia, Latin America, and Africa have risen as economic powers. They are taking their hold on the traditional bazaar of American and European countries very fast. Moreover, they are becoming self-dependent in technology also. They are expanding their bazaar and investment throughout the world. Contrary to this Western countries are falling into the problems of economic crisis, unemployment, and foreign loans. Keeping a similar hold in their traditional bazaar is a big challenge for them.

Now their struggle for the market centred on China. China has risen as the biggest economy now. Not only has China controlled the bazaar in America, Asia, Europe, and Africa, but also it has forwarded worldwide projects like the Belt and Road Initiative, to make the bazaar more effective. Horrified by this situation the Westerners have imposed economic restrictions on China. To oppose this bazaar Dozens of countries including China and Russia are making alliances.

In this struggle for the bazaar, institutions established as economic forums are also competing to hold the world. To challenge the weapons of Westerners like the World Bank, Asian Development Bank, World Trade Organization, and NATO China also in her leadership is establishing parallel institutions like BRICS Bank, Asian Infrastructure Investment Bank, Sanghai Expo, and Sanghai Collaboration Organization. It has even forwarded the concept of Eurosia, challenging the concept of West Europe-centric concept. This concept is connected to both the bazaar and the politics.

Since the Westerners became unable to compete with the undeclared China led alliance they started to attack from all directions by attempting to make China confused, and making the neighbours fight against her. They are attempting to attack China through several issues like the Uiger issue in Sichuan province to far west China, the Free Tibet campaign from Nepal, strategic partnership between America and India, issue of South China Sea, Nort Korea, Taiban and Indo pacific, BIMSTEC and ASEAN strategies. They have understood very well that they cannot continue the influence of their power in the world unless they can control the economy and military power of China.

 

        (iii)Struggle for control of the Power Centre

The third dimension of polarization is the competition for the world power centre. Fron the beginning of the modern Age western world has been taking hold of political power centre and military power centre. They are playing decisive roles in most of the political decisions in the world. Asian countries are now influencing the globe and the power centre is slowly shifting to Asia. This has frightened the Western world.

The process of transfer of power centre has brought great tremor to the world power centre. There is an increasing influence of Asian, African, Latin American, and regional organizations in world affairs. These situations are making Western countries weaker. Now it is not possible to take decisions from the world forum with the voice of Westerners alone. The events of Afghanistan, North Korea, Iran, Syria, and Venezuela are proofs.

Now Westerners are bound to look at the opinion of Asian countries before making any decisions in world politics. The increasing shift of power towards Asia is the main reason for tension for the Westerners. They are in the problem of how to maintain the previous grip. The incidents like cancellation of many weapon-related agreements between America and the former USSR, increasing debate between Americans and Europeans, the rise of nationalistic feelings among the Western countries, and increasing internal disintegrations are making their control in world affairs weaker.

 


Chapter Three: Nepal as Indo-Asian Swivel in the World Crisis


 

It is very important to discuss the relationship between the aforementioned three dimensions and the crisis in Nepal. Only then we will be able to get clear ideas about Nepal. It has been discussed previously that the crisis in Nepal is to be seen as a shadow of the ongoing world crisis. It means that as a result of bitter polarization Indo-West forces are attempting to take Nepal on their side to attain balance to their side and attack China. The Western powers made the strategy of disturbing Nepal’s geopolitics and challenging China, which created a crisis in Nepal.

While talking about the crisis in Nepal, we need to pay proper attention to two aspects. The first aspect is the fact that the crisis in Nepal is a reflection of the world crisis. The second aspect, of this crisis is the Indo-Asian swivel of the world crisis. The first aspect means that Indo-West powers are willing to misuse the geopolitics of Nepal to face any challenges in front of them. The second aspect means that Westerners have made India their strategic partner against China and they have made a strategy to execute their mission of making Nepal a means.

There are some reasons why Westerners are willing to use Nepal as a means through India. The first reason is Westerners are far away from Nepal geographically and Nepal is bordered by India in their directions as an open border. The second reason is India has enmity with China. The third reason is the state system of the country, which from the time of the Sugauli Treaty functioned as an Indian neocolonialism weapon. The fourth reason is that there are thousands of Tibetan refugees living here in Nepal, who have access to Tibet, and who can be connected to the Dalai Lama, living in an Indian shelter.

 

  • Essence of the Crisis of Nepal
  1. The present situation in Nepal is not something like an obstacle on the way, it is a crisis. A crisis is a situation when the organs of the life system of a state are not functioning, rules and laws also are not working and the impunity has been institutionalized. It is very difficult to maintain sovereignty due to planned and endless party-based anarchy.
  2. The reasons for the crisis are not within Nepal. This crisis in Nepal is the result of worldwide polarization. As stated earlier Nepal has been developed as a South Asian geopolitical swivel connected to the American and Sino-Russian Alliance.
  3. With the background of Indo-West directed and India-sponsored 12-Point understanding, the foreign strategy of state restructuring started from 2063 BS, has attacked history, geography, society, culture, system, and national formulas to disintegrate them. They have another clear plan of attacking on citizenship in the plea for population restructuring.
  4. The essence of the crisis is not limited to disintegrating the life system of Nepal. It has the strategy of ending the sovereign existence of Nepal in the foundation of the disintegration of the life system. The first step objective of Indo-West imperialists is to establish a parallel geography of their favour.
  5. It means the age of neocolonial slavery developed by the Sugauli Treaty has reached to climax. Since it has reached the climax it is in the direction of crisis. Neocolonial slavery is not in a position to continue, therefore, the foreigners are seeking a solution, using Nepal, in a different way.
  6. Nepal is now at the turning point of long-term change. The country is seeking the end of the age after the Sugauli treaty. What is meant by the end of this age? It means the ending of imported thoughts, values, and state systems according to the desire of colonial powers. It is the ending of a neocolonial relationship.
  7. That ending means the demand for thoughts, values, and state systems according to the needs of the country. There is a demand for originality as an alternative of the completely unsuccessful thoughts and state system. It is the solution connected to the crisis.

 

Targets of Crisis

  • State System

The disintegration of the state system is becoming dense from the year 2047 BS. The implementation process of the plan has started After 12 points of understanding in the year 2062 BS. They had a long homework before the 12-Point Understanding in 2062 BS and the so-called state restructuring started in the year 2063 BS. We cannot understand the anti-Nepal strategy without understanding all these conspiracies in a single swivel. It is appropriate to study the pictures of preplanned attacks on the state system.

 

  • Disintegration of History

The foreign plan to disintegrate history is an inseparable part of the present crisis. For it, using foreign brokers, they attacked the reunification campaign and the leader of the campaign national hero Prithivi Narayan Shah. They attempted to defame the great unification campaign as the expansion of the Gorkha empire. They stopped giving holidays on his birth anniversary and ran a campaign to break his statue.

 

  • Disintegration of Geography

Defining casteism, language, religion, and the geographical region as a nation with a sovereign entity, they practiced the formation of provinces, with a wrong interpretation of the right of self-decision.  That was the reason why Western imperialists had dictated them to demand caste-based provinces and Indian imperialists had dictated them to demand provinces based on geography.

There is the issue of disintegrating the geography of Nepal, forming the provinces giving communal colour was the main mission of 12-Point Understanding. The anti-Nepal elements were not successful in this mission because there came changes of equations in the internal and international politics but the efforts to make the present federal structure favourable for foreigners is still going on. All Nepali people need to unite against this effort.

 

  • Dismission of the System

When the system does not function, the state, society, and family don’t run. The foreigners are attempting to destroy the system and bring disintegration into the country through the brokers. They plan to invite anarchy, and civil war, and make Nepal a failed state by deforming the system developed for running the state, society, and family before reaching the stage of geographical disintegration. This conspiracy is implemented in all areas like bureaucracy, and party politics. Police, and judiciary.

According to this design parallel gangs have been developed in all areas and efforts are being made to establish these gangs as parallel centres. From the year 2063 BS, they developed the tradition of imposing decisions in the parliament with the help of so-called hired leaders against the appropriate process and legal provision. A gang in the among the parties was established as a parliament and ever since there have been dozens of gangs within a party who don’t accept the existence of each other.

The influence of certain gangs is not limited to the political parties alone. It has affected the bureaucracy, government, police, and judiciary. All organs of the state system have converted into crime scenes, the activities against nationality and people are increasing, and those who are not able to give bribes won’t get their jobs done. These all problems are created because the system is ended.

 

  • Social Order

Another target of the crisis is the social order of Nepal. Nepal is a country developed from the thought of coordination from ancient times. Therefore, the nature of population distribution here is mixed. There is a very close relationship among the people here. The customs and cultures of many are mixed in such a pattern that it is very difficult to distinguish them. psychological, cultural, and lingual formulas to connect all communities and also developed in a very strong manner.

The foreign agenda on how to break this unity is worth giving attention to in terms of the crisis in Nepal. It needs to know how and where they are attacking to organize this conspiracy. This subject is important because the state system is developed in the foundation of societies. Such relationships have developed in society due to their needs. That decides the existence of the state. If we have an imbalance in the society, the state system does not last any longer.

 

  • Promotion of rancor

With the ill will of developing the background of parallel nations, they feign the story that Nepal represents the Khas nationality alone. The foreigners dictated to demand for caste-based provinces based on so-called identity. The dream of provinces based on caste identity was the complex of Western imperialists. Contrary to this, Indian imperialists had dictated to demand the regional state, a single state in the whole terai. With slight differences in form, both of these sickening communal agendas were forwarded to disintegrate Nepali society. With the thought that a state system cannot work if the society is disintegrated, this agenda was forwarded.

 

  • Disintegration of National Formulas

Another campaign run by the foreign brokers, as a weapon to disintegrate Nepali society, was the dismissal of national formulas developed as means of contact. Therefore, they demanded that the Nepali language should not be given the status of contact language. The Nepali language works as a contact language among people who speak several national languages. The demand for dismissal of the status of contact language means dismissal of contact in Nepali society.

To separate several communities in the country from each other, we notice planned attacks on different formulas working as contact formulas. That is the reason why a particular community, connecting the community to the Nepali language and national culture, is being attacked misinterpreting the question of identity. They are attacking our cultures the ill intentions and some efforts have been made to push our coordinating culture in the direction of disintegration.

 

  1. Westernization of Culture

Culture is the backbone of the existence of a society. If it is weak, the identities of the country, society, and citizens will be dismissed automatically. In the plea of state restructuring a big foreign power is active against the culture. On the one hand, INGOs are mobilized in the plan of converting the daily activities of Nepali people as consumerists deforming all cultures in Nepal, on the other hand, there is maximum propagation of foreign values and etiquettes, as westernization of cultures, to replace the Nepali cultures. The objective of secularism also was the westernization of Nepali civilization, customs, and cultures.

  1. Ideological Corruption

Ideology covers a wide range from people’s thoughts and values to character. Ideology is the main foundation to direct the lives of people. Foreign powers have been active in their plan for a long time to corrupt people and convert them in their favour. The main objective behind this conspiracy is to impose their ideology through the education system, INGOs, and bodies of the state to destroy our original ideology.

In the state of ideological corruption, problems like confusion, contradiction, inaction, inferiority complex, frustration, and disbelief will be created. As a result, people hate originality/nativeness and become proud of foreign items/ideas. This is the main reason why, despite the situation of grave crisis, the consciousness of revolt and resistance has not developed among the people. It is essential to face this problem standing on our surface.

 

  1. Psychological Indifference

Foreign powers have been using political parties and the state system to a great extent to make Nepali people frustrated by pushing them to the way of psychological indifference. There is an ongoing conspiracy to develop the psychology of indifference among the Nepali people by flying the brokers in the sky in a planned manner, pushing the same figures to the depth of failure after misusing the people’s mandate to make people frustrated, generalizing the ongoing interference, and developing the can’t do psychology.

  1. Zero Mentality

The Nepali mentality has in the target of the encroaching foreign powers for a long time. In the process of making people victims of zero mentality, first of all, individuals are separated. For this purpose, s/he will be separated from the family, society, and the country. It is a common fact that such individuals are frustrated. Finally, those people who have become victims of frustration will have zero mentality. Such individuals cannot think about anything. s/he becomes indifferent to all things and even duty-free.

They attempt to use such a level-zero human mentality in their plan. The policy of foreign employment is the product of this policy. The people who have been displaced from here for foreign employment have followed the stages of separation, frustration, and zero mentality, therefore, they have become the bearers of several ill practices. Foreign employment and domestic unemployment have increased craziness, murder, and suicide.

 

  • National Economy

The national economy is an inseparable part of the present crisis. There have been serious attacks on the national economy from the year 2048 BS with a plan of making the country fail in terms of economy and depending on foreign loans. The campaign started in the guise of privatization has now compelled us to bear the foreign trade deficit in a bigger amount than the national budget. The country is not independent in even a single item.

Agriculture, forests, and water resources are the backbone of the national economy. As a long-term plan to destroy agriculture production the policy of plotting and selling of land as building sides has been made a business. All the big rivers of the country have been sold to the hands of the foreigners and destruction of forest has been made a means of earning for the brokers who are in power. Those who wanted to work by taking loans from the banks have been made handicapped by the cadres of political parties compelling them to donate.

In the plea for an open market economy, the state has taken the policy of not protecting the native productions. The state is spending all amounts collected as internal revenue in general expenses. There is less than 2.5 allocation of the total budget in the agriculture sector. The main objective of it is to destroy the national production and to plow in the machine of broker capital. Such crimes are taking place with the plans of pushing the country into the vicious circle of foreign loans, making Nepal a bazaar for foreign goods, sending our citizens to foreign land for employment, and running the nation on the condition of foreigners.

 


Chapter Five: Development Trend of Nepal


 

Nepal is not in a position to go ahead separated from the overall situation due to three reasons. To understand the present crisis of the country and the direction of possible solutions appropriately we need to study the development trend of the world in detail because the essence of dozens of countries in the world is similar. Let’s see the essence of this specific trend point-wise.

  1. The way people are facing troubles and ruination after the rise of the modern era in the plea of several types of ideologies, state systems, and values human life is not in a position to continue further. Several matters like globalization, the world system, neoliberalism, the market economy, and technological miracles have been converted into weapons to destroy life, the world, and natural balance. The more we are blowing the trumpet of progress, the more people are getting disturbed, unhappy, and crazy. People are willing to get redemption from the painful era after the modern era imposed in the interest of a handful of people.
  2. The prevailing norms and values connected to democracy, development, education, health, employment, individuals, society, morality, etc. are the contributions of Western civilizations. Therefore, the present era is called the era of Western superiority. Whatever is called the product of Western superiority, is not useful anymore. The world of human society agrees that we cannot imagine a happy and prosperous life without giving up such norms and values.
  3. It means the search for originality. It is the main trend developing in the countries all over the world. Whatever values the Westerners imposed were not appropriate for the remaining world. Due to this contradiction, the fear of another world war is growing. This is the main problem in Nepal. The solution of it is possible in the search for original life.
  4. The specific trend in the world today is the demand for a new era. It is the main development trend of the world. It is the sound of the need for a new narrative. Whatever entities we had available in the usual development process from the ancient age like thoughts, ideologies, cultures, customs, lifestyles, values, productions, etc. have been destroyed by Western consumerism, and the earth which was once like heaven is now like hell. The will of redemption is the clamor of the present age.
